The subject of the contract award are the services required for the participating health insurance funds for the production, personalisation, secure data processing, packaging and dispatch-ready provision of electronic health cards (eGK) and for the production and dispatch-ready provision of the associated PIN/PUK letters. The services for the eGK initially relate to eGK of the eGK G2.1 specification, but also include the optional rPVC variant and all physical successor generations of the eGK released by the individual health insurance fund during the contract period. The services for the dispatch-ready provision of the eGK also include the optional mechanical addition of a main flyer to the card cover letters marked accordingly in the respective technical production order, which can be activated by the respective health insurance fund. If activated separately, exactly one health insurance-specific additional flyer can be added exclusively together with the main flyer. At the start of the service provision, the main flyer is the organ donation flyer. The services for the PIN/PUK letters also include – depending on the specific service call of the individual health insurance fund – the data and print implementation for secure delivery by means of delivery ID. The shareholders of IKK eGK-Beschaffung 2026 GbR are the following health insurance funds: 1. BundesInnungskrankenkasse Gesundheit, short: BIG direkt gesund, Markgrafenstraße 22, 10117 Berlin; 2. IKK Brandenburg and Berlin, Ziolkowskistraße 6, 14480 Potsdam; 3. IKK gesund plus, Umfassungsstraße 85, 39124 Magdeburg; 4. IKK – Die Innovationskasse (IK), Überseeboulevard 5, 20457 Hamburg; 5. IKK classic, Tannenstraße 4b, 01099 Dresden; 6. IKK Südwest, Europaallee 3-4, 66113 Saarbrücken; 7. KNAPPSCHAFT, Knappschaftstraße 1, 44799 Bochum; 8. Sozialversicherung für Landwirtschaft, Forsten und Gartenbau (SVLFG), Weißensteinstraße 70-72, 34131 Kassel. The participating health insurance funds are each public-law corporations. With the award of the contract, unlimited performance contracts come into being directly between the contractor and the individual health insurance funds. These contracts establish continuous performance and remuneration obligations in the sense of a permanent obligation. The subsequent transmission of the data for the individual health cards and PIN/PUK letters to be created only determines the quantity, content and execution time of the services already contractually owed. This is only about "production orders" in a technical sense, which do not constitute a separate order or individual contract. Regular production and other ongoing service provision begins on 01.08.2027. Non-binding calculation and evaluation quantities of 4,490,606 standard eGK G2.1, 1,924,545 rPVC eGK G2.1, 3,812,299 PIN/PUK letters, 381,230 shipments with delivery ID, 6,415,151 accounting units for the technical DV and/or UPOC franking of 1,000 shipments each, 5,132,121 added main flyers (for the tender evaluation: organ donation flyer) and 2,420,000 health insurance-specific additional flyers added together with a main flyer are assumed for the first 48 months. These quantity specifications do not constitute a minimum purchase quantity or a contract-terminating maximum quantity within the framework of the advertised permanent obligation. The net unit prices agreed upon contract conclusion remain unchanged until 31.07.2031. From 01.08.2031, the recorded unit prices are adjusted at intervals of 24 months according to the contractually agreed price adjustment clause. A separate pricing, testing, proof and release procedure applies to physical successor generations of the health cards. The contracts have no fixed end date and continue until an effective termination. Ordinary termination is possible for the first time on 31.07.2031 and subsequently at intervals of 24 months.
