Separate Lot 1. **Execution of activities related to information and publicity for project ROBG00358 DANUBEGREEN-HARD, funded under the INTERREG VI-A ROMANIA-BULGARIA programme**

Separate Lot 2. **Supply and installation of information boards and billboards for the project "Reducing Air Pollution in Gorna Oryahovitsa Municipality through the implementation of green infrastructure in the urban environment"**

Separate Lot 3. **Production and supply of diplomas for the project "Reducing Air Pollution in Gorna Oryahovitsa Municipality through the implementation of green infrastructure in the urban environment"**

Awarding in connection with Article 21, Paragraph 6 of the Public Procurement Act: The estimated value of the public contract is 5 654,40 euros excluding VAT.

Separate Lot 1. **Execution of activities related to information and publicity for project ROBG00358 DANUBEGREEN-HARD, funded under the INTERREG VI-A ROMANIA-BULGARIA programme**, with an estimated value of 4 554,40 euros excluding VAT.

Separate Lot 2. **Supply and installation of information boards and billboards for the project "Reducing Air Pollution in Gorna Oryahovitsa Municipality through the implementation of green infrastructure in the urban environment"** with an estimated value of 1 000,00 euros excluding VAT.

Separate Lot 3. **Production and supply of diplomas for the project "Reducing Air Pollution in Gorna Oryahovitsa Municipality through the implementation of green infrastructure in the urban environment"** with an estimated value of 100,00 euros excluding VAT.

Since the individual estimated values of Separate Lots 2 and 3 are below 25 564,59 euros /50 000 BGN/ excluding VAT, they fall within the scope of Article 20, Paragraph 4, Item 3 of the Public Procurement Act.

In view of the above and pursuant to Article 21, Paragraph 6 of the Public Procurement Act, Separate Lots 2 and 3 are awarded in accordance with Article 20, Paragraph 4, Item 3 of the Public Procurement Act – through direct award. The remaining value of the contract after separating Separate Lot 2 and 3 is 4 554,40 euros excluding VAT.

Pursuant to Article 12, Paragraph 1, Item 1 of the Public Procurement Act, the subject of the public procurement for Separate Lot 1 is included in the List of Goods and Services approved by Decision No. 591/18.07.2016 of the Council of Ministers, in accordance with the General Terminological Dictionary, which are intended for awarding to specialized enterprises or cooperatives of persons with disabilities or for economic entities, whose main purpose is the social and professional integration of persons with disabilities or persons in a disadvantaged position.

Pursuant to Article 80, Paragraph 1 of the Public Procurement Act, the public procurement is intended and reserved for participation by specialized enterprises or cooperatives of persons with disabilities. When awarding the public procurement, persons may participate, provided that:

At least 30 percent of their staff are persons with disabilities or those in a disadvantaged position;

The persons must be registered as specialized enterprises or cooperatives of persons with disabilities at least three years prior to the date of opening of the present public procurement;

They can perform at least 80 percent of its subject with their own machinery, equipment and human resources.

To meet this condition, they may use subcontractors or refer to the capacity of third parties, if the subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities.

Participants, as persons under Article 12, Paragraph 5 and 6 of the Public Procurement Act, should complete the information provided for this purpose in Section A: "Information about the economic operator" in the EEDOP.

Pursuant to Article 12, Paragraph 7 of the Public Procurement Act, other interested parties may submit offers, but their offers will be considered only if there are no admitted offers from specialized enterprises or cooperatives of persons with disabilities, or for economic entities, whose main purpose is the social and professional integration of persons with disabilities or persons in a disadvantaged position, when considering the conditions of Article 81 of the Public Procurement Act.
