Germany – Environmental services – Arten-Monitoring nach Artikel 11 und 17 der FFH-Richtlinie in Sachsen-Anhalt: Libellen (Odonata), Monitoring-Durchgang 2027-2029

The subject of the contract is the implementation of the Habitats Directive (HD) sample monitoring for eight dragonfly species listed in Annexes II and IV of the HD in Saxony-Anhalt for the 2027 to 2029 monitoring period. The species to be investigated are the Northern Damselfly, Southern Damselfly, Common Bluetail, Asian Emerald, Green-eyed Hawk, Large Emerald, Small Emerald and Eastern Emerald. The surveys serve to assess the conservation status of their populations and provide the basis for national and European reporting obligations under Articles 11 and 17 of the HD. A total of 152 monitoring sites or sample units, each with their respective counting routes, are to be processed. The contract includes species-specific field investigations according to the specifications of BfN and BLAK (2017), necessary delimitations or adjustments of investigation areas, the assessment of conservation status, as well as complete digital documentation and data management. This includes, in particular, MultiBaseCS databases, entries in the HD Monitoring Cloud, GIS data, an Excel documentation of the assessments and photo documentation. The results are to be prepared in two interim digital reports and a final scientific report. The partial services are to be delivered by 30 October 2027, 1 November 2028 and 1 November 2029.
