This is the AMENDMENT TO THE NOTICE published on 15.08.2025: The contracting authority already published a call for tenders on 15.08.2025 throughout the EU (notice publication number: 539825-2025) and on 18.08.2025 on https://projekttraeger-breitband.de. This procedure was conducted as a two-stage negotiated procedure with a pre-qualification stage. Suitable bidders have already been identified in the pre-qualification stage, who have also submitted an initial offer and with whom bidder dialogues have already been conducted; binding offers have also already been submitted. The negotiated procedure has therefore been initiated but is not yet completed. Due to the withdrawal of a telecommunications company from the committed own-economic expansion during the ongoing procedure, the affected addresses have now been added to the tender. The change in the expansion area (for more details, see the accompanying document to the amendment notice) requires a corresponding adjustment of the present tender for the appointment of a concessionaire. Accordingly, this notice is an amendment notice, which is intended to allow companies that have not yet participated in the present tender or are no longer involved in the procedure to participate (again) in the tender in view of the new framework conditions. Companies that have already applied in the context of the first notice and are still involved in the procedure do not need to reapply; these companies remain involved in the procedure. ================================================== The City of Melsungen (hereinafter: "contracting authority") aims to provide comprehensive access to gigabit networks. In addition, the contracting authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of gigabit networks as well as the provision of end-customer services in dark grey areas are to be concluded with telecommunications companies. For this purpose, the contracting authority has submitted a funding application within the framework of the federal funding programme "Funding to support the expansion of telecommunications networks with gigabit-capable infrastructure in the Federal Republic of Germany - Gigabit Guideline 2.0", 1st amendment of 30.04.2024, and has been granted provisional funding. In addition, the contracting authority has applied for co-financing under the "Guideline for the promotion of gigabit supply in the State of Hesse" and has also been granted provisional funding. The funding is to be provided through an investment grant in the amount of the so-called economic viability gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the expenditure for network construction and operation.
