Description

The City of Oulu invites applications for the contract as per the title of the invitation. This procurement involves the basic renovation of the protected cultural building Valve in Oulu city centre, as per the detailed plan. The contract type for the project is a Collaborative Design and Build contract (abbreviation SR), where the SR contractor acts as the main implementer of the project. The SR contractor is responsible for the design and implementation of the project in accordance with the procurement documents. Collaborative working refers to a contract and implementation model where the client and service providers jointly assume responsibility for the design, construction, schedules, costs, and quality of the project, and share the risks and opportunities of the project among themselves in accordance with the agreement used in the project. Characteristics of collaborative working include contractually separate phases (development and implementation phases), compensation bases (commercial model), division of responsibility, and other collaborative aspects such as practical arrangements. The procurement notice for the contract covers an SR procurement, the estimated value of which exceeds the EU threshold (Construction Contracts) set out in section 26 of the Act 1397/2016 on Public Procurement and Concession Contracts of 5,404,000.00 € (VAT 0 %). This notice covers the participation phase of the aforementioned procurement, in which the procuring entity selects up to three (3) candidates who meet the eligibility criteria and the conditions of the participation notice for the assessment and negotiation phase, unless there are fewer suitable candidates. The selection criteria for the participation phase and the procedure for limiting the number of candidates are described later in this notice. The project and procurement procedure are described in more detail later in this participation notice and its appendices (e.g. project description and draft agreements). The construction is scheduled to take place in 2027-2029 (provided that the procurements and development phase are implemented according to the planned schedule). According to the client's estimate, the project's complexity class is exceptionally demanding.
