Belgium – Supply services of personnel including temporary staff – Services de mise à disposition et de gestion de ressources externes (MSP) & fourniture, implémentation et maintenance d’un logiciel de gestion intégrée de ressources externes (VMS)

This procurement dossier concerns the provision and management of external resources services (MSP) as well as the supply, implementation, and maintenance of an integrated external resources management software (VMS).

Scope of the framework agreement:

Managed Services Provider (MSP) services: The MSP establishes a contractual link, in a neutral and non-discriminatory manner, between ORES' external resource needs and providers who can meet these needs. It advises and supports ORES in the management of external resources (sourcing, supplier relations, reporting, invoicing, supplier performance monitoring, etc.).

Time and Materials (T&M) individual: A profile is sought to complete a mission for a defined duration. Invoicing is based on an hourly rate and encoding of hours worked.

Team: Several resources from the same supplier are sought to complete a mission. Invoicing is based on an hourly rate and encoding of hours worked.

Statement of Work (SOW): Fixed-price project covering one or more deliverables with a commitment to results within a defined schedule and for a fixed price. Payments are released upon reaching each milestone as defined in the payment plan.

Supply, implementation, and maintenance services for an integrated external resources management software, aka a Vendor Management System (VMS), which is a software interface (application) that supports the external resources management process from profile search to performance tracking and invoicing. The VMS desired by ORES must include a marketplace to broaden competition and thus ensure the equality of economic operators as well as the principles of transparency.
