Germany – Drinking-water treatment plant construction work – Trinkwasseraufbereitungsanlage (TWA) Eiweiler, Teilmaßnahme: TWA

The Talsperrenverband Nonnweiler is planning the construction of the drinking water treatment plant (TWA) Eiweiler. The contract VE05 includes the services of the associated mechanical engineering + electrical, measuring, control and regulation engineering. The subject of this procurement procedure are all services for the mechanical engineering + electrical, measuring, control and regulation engineering for the drinking water treatment plant (TWA) Eiweiler. The content of the present invitation to tender (contract 05) essentially consists of the technical equipment of the drinking water treatment plant with a treatment capacity of max. 800 m³/h. The treatment is to be carried out by means of ultrafiltration membranes, subsequent lime stone filtration and UV disinfection. The sludge treatment is carried out by means of lamella separator and belt filter. The services can be found in the bill of quantities (Annex A0), the documents under Annex B and the drawing documents under Annex C. The services for the mechanical engineering + electrical, measuring, control and regulation engineering are awarded according to § 13 Abs. 1 SektVO in the negotiated procedure with competitive dialogue (2-stage procedure). The procurement procedure is divided into several stages. Interested bidders or bidder groups first participate in a competitive dialogue by submitting their application to participate with the additional documents and evidence listed therein. The bidders/bidder groups for whom no grounds for exclusion are found after checking the applications to participate and who meet all the eligibility requirements, reach the second stage of the procedure. They will be invited to submit their first offer and to participate in negotiations. Important: Offers are to be submitted only in the second stage of the procedure after a separate invitation. The following deadlines apply for the execution of the service: partial commissioning with 400 m3/h drinking water supply: 31.12.2028 completion of the plant with the full treatment quantity of 800 m3/h: 30.04.2029 Information on implementation and interim deadlines as well as on contractual penalties can be found in the draft contract (Annex A26).
