Description

Sn Bredäng is a main substation in southern Stockholm (220 kV AIS substation) that was commissioned in 1971. Ellevio has decided to carry out a comprehensive modernisation of the facility. This is done by Ellevio to ensure a stable and future-proof power supply for Stockholm. The project involves establishing a completely new gas-insulated 220 kV substation on a new site adjacent to the current station. By establishing it on the new site, the new substation building can be constructed without affecting the existing station area, which enables a smooth transition and reduces the risk of disruptions during the construction phase. Once the new 220 kV GIS substation is commissioned, the old AIS substation will be demolished. The project is part of Svenska kraftnät's and Ellevio's investment package for Stockholm and aims to strengthen the network capacity in the region by establishing a new inlet point from Svenska kraftnät's new station Sn Björksätra. The project is planned to be handled in a divided contract and executed in a total contract in cooperation. The division is: 1. Electricity, Total contract in cooperation in 3 parts (Phase 0 Initiation and planning, Phase 1 Design to system handling (ABK 09), Phase 2 Total contract execution (ABT 06). This part includes, among other things: Electrical installation, DC and AC voltage systems, control system, cable work at voltage levels 0.4-400kV and all other related work to the electrical installation. Commissioning and start-up to operational ready facility. 2. Civil and building (Not included in this procurement) 3. GIS substation (NLM 19) (Not included in this procurement) 4. Transformers (NLM 19) (Not included in this procurement) 5. High voltage cable 400 and 220kV (NL17) (Not included in this procurement) This procurement concerns electricity in a Total contract in cooperation. For the first phase, a procurement will be carried out according to LUF, Act (2016:1146) on procurement within the supply sectors, with the aim of signing a contract according to ABK09. The goal of Phase 0 is a completed program handling. The goal of Phase 1 is a completed system handling and that contracts can be signed according to ABT06 for Phase 2. Note: The project is covered by the Security Protection Act (2018:585) and Ellevio must therefore enter into a security protection agreement with the supplier who is awarded the contract. Ellevio reserves the right to, in accordance with the provisions of the Security Protection Act (2018:585), establish a security protection agreement with the supplier and apply security clearance procedures for personnel who participate in security-sensitive activities at Ellevio and/or gain access to security-protected classified information in connection with the execution of the contract. Establishing security protection agreements with foreign companies should be preceded by a suitability assessment and may in some cases require bilateral security protection agreements between Sweden and the countries concerned. Furthermore, it applies here that the supplier may only use subcontractors who have entered into a security protection agreement with the Client in cases where requirements for security protection are applicable.
