Belgium – Event services – Organisation de quatre éditions des festivités organisées à l’occasion de la fête nationale le 21 juillet, comprenant l’organisation d’un spectacle grand public, la réalisation d’une émission de télévision en direct, la gestion de la sécurité de cet événement, la gestion des bars et des espaces de restauration et la promotion de l’événement, pour le compte du SPF Chancellerie du Premier ministre

This contract concerns the organisation of four editions (2027, 2028, 2029 and 2030) of the festivities held on the occasion of the national holiday on 21 July, (CPV code 7995200-2, event organisation services falling under Annex III of the law of 17 June 2016 on public procurement - social services and other specific services). The contracting authority chooses the direct negotiated procedure with prior publication. This is a lump-sum contract (A.R. 18 April 2017, art. 2, 3°). Unless nullified, the tenderers must submit a price offer whose amount is less than 1,200,000 € VAT included for each scenario; deducting the amount of the bar exploitation fee set at 50,000 € VAT included. The maximum gross amount of the offer may not exceed 1,249,999 € (VAT included) per scenario. From this amount, the bar exploitation fee of 50,000 € (VAT included) must be deducted. The net amount of the offer may therefore not exceed 1,199,999 € (VAT included) per edition. Due to major works that will take place in the Parc du Cinquantenaire between 2027 and 2029, the event could be organised according to two configurations, namely: • Scenario 1, preferred for the 2027 and 2030 editions: Cinquantenaire esplanade (Schuman side) with the public around the French gardens and in the Parc du Cinquantenaire. • Scenario 2, preferred for the 2028 and 2029 editions: Cinquantenaire esplanade (Mérode side) with the public on the Mérode side esplanade, around the pond and in the extension of the Avenue de Tervuren. The contracting authority does not control the schedule of the works of which it is not the project owner and cannot therefore guarantee, at this stage, that the schedule of the works will be respected. The implementation of a scenario other than the preferred scenario could therefore be envisaged for one or the other edition. The contracting authority wishes to point out that the 2030 edition will coincide with the bicentenary of Belgium.
