Description

The Municipality of Vaxholm invites interested companies to submit tenders concerning "Operation of housing with special services according to 9 § 9p LSS and daily activities according to 9 § 10 p. LSS." The procurement is announced in accordance with Chapter 19. Announced procurements below thresholds and announced procurements of services according to Appendix 2, LOU. The Municipality may negotiate with one or more tenderers who have the opportunity to win and sign contracts with the Municipality.

The procurement concerns an operating agreement for the following needs:

Housing with special services for adults, including group housing and service housing, as well as daily activities and health and care in the affected activities. The group housing is located on Ullbergsväg and the service housing on Fredrikstrandsvägen. The daily activities are conducted in two locations, on Torggatan and Ullbergsväg. Currently, a contractor operates on behalf of the Municipality a group housing with space for six (6) users, a service housing for eleven (11) users, and daily activities for fifteen (15) users. Housing with special services is operated in two different locations that are geographically separated from each other. In the two locations for daily activities, there are users with different types of disabilities. The contract includes operating and developing the activities at the group housing, service housing, and daily activities, in accordance with the applicable legislation, regulations, and general guidelines that govern the activities. Group housing and service housing are operated 24/7, year-round, with daily activities according to specified opening hours. The contract also includes the responsibility to provide health and care in the activities at the group housing, service housing, and daily activities, in accordance with the applicable legislation, regulations, and general guidelines that govern health and care responsibilities. Rents for common areas, offices, and daily activity locations are paid by the Municipality and are therefore not included in the agreement.

The estimated volume for the agreement is approximately 25 MSEK/year. However, the Municipality cannot guarantee the exact volume. The agreement will be signed with one supplier (contractor). The contract period is planned to be a four (4) year operating period, with a scheduled start on 2028-02-01 (see below for start-up/initial situation and timeline), with the Municipality's unilateral option to extend the agreement by two (2) years on two occasions. If the procurement is delayed, the contract period will be postponed by the corresponding time. The extension must be notified at least nine (9) months before the end of the contract period.

Start-up/Initial Situation/Timeline

The licensed activity that the procurement concerns has been operated by Unika LSS Omsorg Sthlm AB since 1 April 2019. The current agreement was extended in the spring of 2025 by two (2) years and runs until 31 March 2027. Experiences show that the Inspection for Health and Care (IVO) licensing process can take longer than previously estimated. IVO grants the license after the contracted performer has applied for it. According to the Municipality's latest information, the processing time for such a license is approximately eleven (11) months. Against this background, the Municipality has planned for the new performer to take over operations on 1 February 2028. This means that the Municipality will be responsible for the activities from 1 April 2027 until the new performer takes over according to the new agreement, provided that the license has been granted. In the event of further delays, Vaxholm will continue to operate the activities until all conditions are met.
