Germany – Architectural, construction, engineering and inspection services – Generalplanungsleistungen nach Teil 3 Abschnitt 1, 3 und 4, Teil 4 Abschnitt 1 und 2 HOAI und Besondere Leistungen

The intention is to commission general planning services with the following service profiles:

- General planning management service,

- Building and interior design services for buildings and interiors according to Part 3, Section 1 HOAI, LPH 3, 5-8,

- Landscape design services for outdoor facilities according to Part 3, Section 2 HOAI, LPH 3, 5-8,

- Engineering services for civil engineering structures according to Part 3, Section 3 HOAI, LPH 3, 5-8 and special services,

- Traffic planning services for traffic facilities according to Part 3, Section 4 HOAI, LPH 3, 5-8 and special services,

- Specialist planning services for structural design according to Part 4, Section 1 HOAI, for LPH 2-6 and special services,

- Specialist planning services for technical equipment according to Part 4, Section 2 HOAI, for plant groups 1-5 and 8, for LPH 3, 5-8.

Task description: New construction of a fire station: For the Bundeswehr site at Flugplatz Laupheim, the new construction of a Bundeswehr fire station of Type 3 with approx. 2,000 m2 GFA and approx. 330 m2 TF is required. The basis for the planning of the fire station is the "Binding Planning Specification for Bundeswehr Fire Stations Type 2 / 3", Version 1.1, Date: 04/2020. The fire station will have an apron area on the north side facing the airfield with direct access to the runway of the airfield. To the south of the building, traffic areas, parking spaces and access paths will be created. The new construction of the fire station will be connected to the district heating network of the Bundeswehr property. A separate emergency power plant is to be installed in the building for the fire station. The existing building of the fire station can continue to be used until completion. The following construction phases are planned for the implementation of the measure:

1. Construction phase: Demolition of buildings 39 (LFZ-Hall 6), building 39A, 40 and 40A.

2. Construction phase: New construction of Bundeswehr fire station (Building 112).

3. Construction phase: Demolition of the existing fire station buildings 74, 74/1 and 74A.

The awarding of construction services will be carried out in individual trades on the basis of the VOB. The planning method Building Information Modeling (BIM) is to be applied for the project. The attached AIA set the framework. Sustainable building (BNB): For this measure, a "meaningful application without certification" is required. The guideline for sustainable building is to be applied in principle. Military security requirements: The construction measure is located in the restricted area of Flugplatz Laupheim. A security check according to the Security Clearance Act (SÜG) is required for the project participants. The total construction costs amount to approx. 14,206,000 € gross (estimated costs of cost groups 200-600 according to DIN 276:2018-12).
