DREWAG Stadtwerke Dresden GmbH (hereinafter DREWAG), a subsidiary of Sachsen Energie AG, operates the Central District Heating Network (ZFHN) of the city of Dresden. As part of the targeted decarbonisation, the share of regenerative heat generation is to be significantly increased. An important component of this are Power-to-Heat plants (P2H plants), which use regeneratively generated electricity for heat generation. Electrodes boilers enable the production of hot water for district heating supply. Against this background, DREWAG plans to build an electrodes boiler plant (EHK plant) for heat generation for the ZFHN at the location of Heizkraftwerk Dresden-Reick (HKW Re). The location offers particularly favourable conditions for the construction and integration of the plant: • available electrical power supply at medium voltage level • existing connection to the district heating network • use of existing heat storage as a hydraulic buffer • available developable areas and generally given approval capability • synergies in operation and maintenance through spatial proximity to existing systems and existing operating personnel The project includes the construction of an EHK plant with 2 × 40 MW electrical power as well as its integration into the ZFHN. The coupling takes place indirectly via heat exchangers. The existing heat storage system at the location takes on the function of a hydraulic junction between the electrodes boilers and the district heating network, thereby decoupling generation and demand in time. Currently, two operating modes are planned: • Scheduled heat generator as part of the regular district heating supply • Participation in the control energy market (provision of system services), in particular the provision of primary and secondary control power (PRL and SRL) The overall project will be awarded and processed in several lots. The lots include machine and process engineering services, technical building equipment (TGA), electrical and control engineering systems, and construction services. The installation of the EHK is scheduled to begin in the 1st quarter of 2028. The subsequent commissioning (IBS) is planned for the 3rd quarter of 2028. The participation competition and the awarding will take place according to criteria which are fixed in the tender documents. The complete tender documents (detailed planning) will only be made available to the qualified bidders after the completion of the participation competition.
