This procurement concerns 4 concession contracts (sub-agreements) for the establishment and operation of charging stations for Frederiksberg Municipality. The charging stations must be able to deliver an output power of 22 kW. In Frederiksberg Municipality, charging infrastructure has already been established, ensuring broad geographical coverage. However, the need for further charging infrastructure is continually increasing as the proportion of electric vehicles rises, and the charging infrastructure must be expanded to meet political targets. Most of the existing charging infrastructure has been established with a five-year permit under Section 80 of the Roads Act before the AFI Act. As these permits expire, they are put out to tender in accordance with the AFI Act, and the present procurement is an example of this. Sub-agreement 1 relates to new locations, while sub-agreements 2-4 relate to existing charging islands, some of which are also being expanded as part of this procurement. An overview of the locations is given in Annex 1 of the contract. Bidders can choose to submit a bid for one, several, or all sub-agreements. If a bid is submitted for several sub-agreements, the bidder must indicate a priority sequence in the list of bids (Annex 3 of the contract). A bidder can be awarded a maximum of two of the tendered sub-agreements. The operators with whom the municipality enters into a contract obtain the right and obligation to act as operators of charging points and providers of charging services to end-users. The tendered concession contracts come into force and have a duration as follows: • Sub-agreement 1: comes into force on 1 January 2027 and runs until 31 December 2036 • Sub-agreements 2-4: come into force on 1 January 2028 and run until 31 December 2037. The procurement is carried out in accordance with Directive 2014/23/EU of the European Parliament and of the Council of 26 February 2014 on the award of concession contracts (Concessions Directive) as implemented by BEK nr. 1080 of 29/06/2022, and is conducted as a public procurement.
