The University City of Siegen plans the new construction of the children and youth leisure facility "Bluebox" in a prominent, inner-city location. While retaining the current use, open child and youth care, a modern and forward-looking facility is to be created. The new building should correspond with and position itself within the surrounding environment. Of great importance is the integration with the immediately adjacent green space "Bertramsplatz". The Bluebox was opened in April 2004. A report on the building condition from 2022 has shown that, in particular, the outer shell and the static system now exhibit considerable defects. This has triggered a planning requirement for a replacement new building at the current location. According to the report, a renovation of the building is not sensible and is therefore excluded. The sponsor (Stadtjugendring Siegen e. V.), the Bluebox management, and the City of Siegen consider it important that the wishes of the users (children/youth) are implemented in the new building of the youth centre as best as possible. For this purpose, the staff of the Bluebox have conducted a participation process involving the children and young people who currently attend the Bluebox. Since it is a realization competition, the technical and financial feasibility of the designs must also be taken into account. For the implementation of the project, the application for funds from urban development funding is planned. The design of the office/consortium commissioned after the completion of the competition will serve as the basis for this. The construction of the project is planned for 2031, taking into account the intended funding. To find an appropriate solution, a competition with 15 participants according to RPW 2013 with subsequent negotiated procedure (pursuant to § 14 Abs. 4 Pkt. 8 VgV) is planned. The competition is open to both consortia of architecture and landscape architecture offices and to individual offices.
