Sansia Oy establishes a dynamic purchasing system (DPS) with this notice, where the subject of the procurement is accommodation services for the elderly in accordance with the Social Welfare Act (1301/2014). This is a procurement system aimed at providing the Central Ostrobothnia (Soite) well-being services county with the possibility of flexible competitive tendering and the consideration of new accommodation service units to meet the service needs of clients. The dynamic purchasing system is divided into three (3) sub-areas as follows during the establishment phase: 1. Long-term 24/7 accommodation 2. Short-term 24/7 accommodation 3. Supported accommodation. In addition, Sansia Oy reserves the right to establish new sub-areas during the validity of the procurement system if the Buyer's needs so indicate. Thus, a fourth sub-area is also established, to which an application for participation cannot yet be submitted: 4. It is not yet possible to submit an application for participation in this sub-area. This call for participation defines the suitability requirements for Applicants. The services according to the sub-areas and their minimum requirements are described in more detail in the internal tender's invitation to tender and the service description related to the service. An Applicant joins the procurement system by submitting an application for participation. Applicants who have submitted an application for participation and who have been accepted into the procurement system have the right to submit a tender in the procurement phase in those sub-areas to which they have applied and been accepted. The procurement system is valid until 31.12.2033. Internal tenders are conducted during the validity period of the system. One application for participation can be applied for in one or more sub-areas. The Applicant must choose in which sub-area to submit the application. Internal tenders are conducted as a procurement service in accordance with the Act on Organising Social and Health Services (612/2021, sote-järjestämislaki). It is also possible to carry out internal tenders as an auction. The procurement unit can also carry out parallel tenders during the ongoing contract period. A parallel tender refers to an internal tender carried out within the procurement system, the purpose of which is to procure new Suppliers and supplementary services alongside the service package already tendered within the same system.
