Netherlands – Research consultancy services – DAS inzet participatie expertise

The Municipality of The Hague is issuing this DAS for the deployment of expertise in the field of participation. The municipality increasingly and regularly needs advisors and agencies for participation expertise. This expertise must be organisation-wide and flexibly deployable. A participation process is a trajectory in which the influence of participants on the preparation, execution, and evaluation of policy intentions, policy, or projects is exercised. Participants can consist of: Residents, Entrepreneurs, Civil society organisations, Other stakeholders. In other words, it is the process in which the municipality, together with the environment, thinks, talks, and sometimes decides about what happens in the city, neighbourhood, or village. The tasks of the Contractor can consist of the following components:

1a. Advice and design prior to participation: Developing and delivering a participation plan, including guiding the project leader through the necessary process for this (also administrative alignment).

1b. Advice and design following participation: Delivering a participation report, including guiding the project leader through the necessary process for this (also administrative alignment).

2. Execution of participation: Developing a process design and executing work methods within a participation plan.

3. Strategic advice: Developing and delivering a participation policy product, including guiding the project leader through the necessary process for this (also administrative alignment).

In addition to neighbourhood and area development, policy development trajectories, environmental planning procedures, and socio-economic tasks can also be part of the request. This can range from participation in the redevelopment of public space to support in policy development and administrative decision-making.
