The contract is composed of three lots corresponding to the geographical distribution defined in point 1.3. Each lot groups the municipalities participating in the GIEg pilot project according to this distribution. Each lot will be awarded to a maximum of three tenderers, ranked based on the award criteria defined in the present tender documents. Subsequent contracts based on the present framework agreement will be awarded according to a cascade mechanism, without retendering. For each requirement, the tenderer ranked in first position will be consulted in priority. The present contract is part of the partnership set up between the SPGE and the field operators, in particular the Approved Sewerage Organisations (OAA). The SPGE acts as the sole contracting authority for the present framework agreement. The OAA act as technical partners within the framework of the execution of the present framework agreement. They are in particular responsible for identifying needs, drawing up intervention requests, issuing orders under the conditions provided for in the present tender documents and ensuring the technical monitoring of the services. The OAA are not parties to the present framework agreement. The contracts are concluded between the SPGE and the contractor. The SPGE remains the sole co-contractor of the contractor and ensures the payment of the services performed. The services are performed on the sewerage networks of the municipalities participating in the GIEg pilot project implemented by the SPGE with the OAA and on the basis of the needs identified by the latter. The present framework agreement is intended to cover the needs of the OAA participating in the GIEg pilot project, without however imposing an exclusive recourse to it. The OAA (and their municipalities) retain the right to have certain services performed by means of other contracts or framework agreements of which they benefit. The contractors cannot claim any right of exclusivity or any compensation in this respect.
