With this tender, the mandate "Environmental Construction Accompaniment" is being tendered in the context of an open procedure. The Environmental Construction Accompaniment (UBB) accompanies and monitors environmental aspects during construction and supports the client in the legally compliant implementation of the construction project. It ensures compliance with environmental laws, regulations, guidelines, directives, and requirements. The UBB advises and supports the parties involved, observes and assesses environmental problems on the construction site, and ensures the implementation of environmental requirements and conditions from the approval procedure. The UBB also advises the client on environmental issues. The UBB regularly updates the enforcement and compliance control (VAK) of the environmental requirements (see also Annex 03: Conditions Overall Construction Decision on ÜO ZBBS of 30.10.2025) and documents them appropriately (list, database, etc.). The UBB also provides evidence/documentation of compliance with environmental requirements for the authorities and maintains a pending list in which environmental pending items are listed. The pending list should, if possible, be integrated into the pending list of the construction meeting. The UBB monitors all project-related aspects and processes with environmental impacts in accordance with the precautionary principle for compliance with environmental regulations. This includes tenders, construction planning, planning and setting up construction installation sites, transport routes and paths, material flows, construction execution, and the implementation of protective and reclamation measures. The UBB is responsible for all environmental aspects that play a role in the implementation of the project, including geological construction accompaniment (if necessary). The UBB primarily ensures the proper implementation of the environmental requirements from the approval procedure and helps to ensure compliance with environmental laws, regulations, guidelines, and directives. In the implementation of the environmental requirements, the wording of the approval is decisive. During construction, it monitors the proper implementation of the environmental protection measures defined in the approval procedure, specifications, and contract, and checks their effectiveness. The present terms of reference are based on the known bases at the time of preparation. All environmental requirements that are still unknown at the time of preparation must also be fulfilled or checked by the contractor. If this demonstrably results in additional services for the contractor, these will be remunerated and must be carried out by the contractor under the conditions of the main contract. The services are listed in detail in the service description (Annex 01). No reference is made to product/make/design or type designations. If such designations are listed exceptionally, equivalent alternatives are permitted. The equivalence must be demonstrated by the bidder.
