The Free and Hanseatic City of Hamburg (FHH) aims to sustainably improve air quality in the city and reduce CO2 emissions. One of the key measures is the establishment of onshore power supply (OPS) to provide seagoing vessels with renewable energy during their stay at the Port of Hamburg. Due to EU directives, the Hamburg Port Authority (HPA) plans to construct additional OPS facilities for various vessel types with a capacity of at least 5,000 GT. This will also support the defined goal of a climate-neutral port by 2040. The UNIKAI Terminal on Grasbrook plays a special role in this, as it is located near the residential development of the currently developing Grasbrook area. Therefore, equipping the berths at the UNIKAI Terminal with an OPS system is essential to reduce emissions from seagoing vessels during their stay. On behalf of the FHH, the HPA will install several connection points at the UNIKAI Lagerei- und Speditionsgesellschaft mbH (UNIKAI) terminal to supply seagoing vessels with OPS. The HPA is responsible for planning and constructing this OPS system. The facilities are scheduled to be operational by the end of 2028. The technical solutions to be planned must comply with the international regulation for OPS systems, IEC/IEEE 80.005-1:2019+AMD1:2022+AMD2:2023. The supply of the planned OPS system will be provided through a medium-voltage connection from the public power grid of the network operator Hamburger Energienetze GmbH (HNE). It is intended to supply the RoRo and ConRo vessels calling at the UNIKAI Terminal with OPS, so that the vessels' own diesel generators can be shut down during their stay at the quay, thus reducing local pollutant emissions. For this purpose, two berths at the UNIKAI Terminal will be equipped with OPS systems. The transformer station will be built on the premises of the UNIKAI Terminal and will have two separate transformer strings, so that either two different vessels can be supplied simultaneously at reduced power or one large vessel can be supplied at one of the berths. Two mobile Cable Management Systems (CMS) will be installed for the transfer of supply cables to the vessels. For the grid connection and the entire cabling of the OPS system, a duct and shaft system will be installed at the UNIKAI Terminal. The overall project is divided into several tendering units. The subject of this tender is the planning, manufacture, installation and commissioning of the plant engineering belonging to the OPS system. The plant engineering consists of several individual components, which are listed below. 1. Transformer station as a modular container system 2. Civil engineering for the foundation and flood-proof installation of the transformer station 3. Cable pulling works from the transformer station to the land-side connection boxes of the two CMS 4. Cable pulling from the UNIKAI power station to the transformer station to supply the OPS system The Cable Management Systems (CMS), the cable trench construction between the UNIKAI power station and the transformer station, the cable trench construction between the transformer station and the land-side connection points of the CMS, and the transfer switchgear in the UNIKAI power station are not the subject of this tender. The commissioning of the entire system is scheduled for 2028. The following milestones are planned: o Start of planning: 15.12.2026 o Permits available: 01.06.2027 o Planning phase completed: 31.06.2027 o Ordering of main components: 01.07.2027 o Start of construction of civil engineering: 01.08.2027 o Installation of the transformer station: 01.04.2028 o Start of commissioning: 01.07.2028 o Acceptance: 30.11.2028
