Germany – Cemetery maintenance services – Ausschreibung zu gärtnerischen/landschaftsgärtnerischen Pflege- und Unterhaltungsarbeiten und Durchführung der Bestattungen in der Gemeinde Niederkrüchten für Los 2 Friedhöfe Niederkrüchten und Oberkrüchten

The municipality of Niederkrüchten, with approximately 15,000 inhabitants, is located on the left bank of the Lower Rhine in the western part of the federal state of North Rhine-Westphalia, bordering the Netherlands. The municipality of Niederkrüchten operates three cemeteries in the districts of Elmpt, Niederkrüchten and Oberkrüchten. It is intended to award the contract for the maintenance services and the performance of burials, including the preparatory earthworks required for this, on the cemeteries by means of an open tendering procedure. The cemetery in Elmpt covers an area of approximately 22,800 m², the cemetery in Niederkrüchten approximately 18,600 m² and the cemetery in Oberkrüchten approximately 5,300 m². Two lots are formed. Lot 1 includes all services for the cemetery in Elmpt, Lot 2 the services for the cemeteries in Niederkrüchten and Oberkrüchten together; the distance between the latter cemeteries is approximately two kilometers. The quantities specified in the specification for the horticultural/landscape gardening work were determined by a surveying office on the basis of aerial photographs. Since the different functions of the areas could not be fully identified from the aerial photographs, a determination was also made on site with own forces. Even on site, the allocation of individual functions to the areas was not always unambiguous (e.g. delimitation of shrub areas and hedges). The delimitation and determination of the quantities was carried out to the best of our knowledge. The horticultural/landscape gardening maintenance services and the performance of the burials can only be awarded together within the two lots formed, as the performance of the different services requires very close temporal coordination. In this context, the undisturbed performance of burials has absolute priority over the performance of horticultural/landscape gardening maintenance services. The following types of burial are offered in Niederkrüchten: 1. Flat earth burial in a coffin 2. Deep earth burial in a coffin 3. Earth burial in an urn 4. Burial in an urn stele 5. Child coffin burial 6. Burial of a star child On average, 24 flat earth burials in a coffin, 1 deep earth burial in a coffin, 65 earth burials in an urn, and 3 urn stele burials took place in the years 2023 – 2025. No child coffin burials and no star child earth burials took place. Since the number of burials per year and per type of burial cannot be determined seriously, no quantity information is possible in the invitation to tender. The prices are to be specified as unit prices per burial process. Invoicing is based on the unit prices according to actual occurrence. Burial days are Monday to Saturday. Burials usually take place in the morning between 9:00 am and 12:00 pm and in the afternoon between 2:00 pm and 4:00 pm. Simultaneous burials at the cemeteries in Niederkrüchten and Oberkrüchten are excluded. Wreath wagons, coffin lowering apparatus, grave covering mats, coffin transport wagons are provided by the client if required. The times at which the burials must take place are specified by the municipality of Niederkrüchten and must be strictly observed. Preparatory earthworks must be carried out in good time so that the specified burial times are not endangered. The municipality of Niederkrüchten cannot provide any areas for the parking of machines, equipment and materials. The contract period is to be five years with the option of extending it twice by one year each time. The start of the performance description is 1.01.2027. The municipality of Niederkrüchten reserves the right to discontinue or extend the types of burial offered by changing the regulations. In addition, the municipality of Niederkrüchten reserves the right to make changes to the functions of the areas during the contract period (e.g. conversion of lawn areas into path areas or grave areas). Any resulting changes in the scope of the work to be carried out will be taken into account on the basis of the existing contractual regulations from the quarter following the change. It is expressly pointed out that changes to the quantities invited to tender may occur during the contract period, in particular as a result of the conversion of areas into other uses (e.g. lawn area into grave area). Such changes will be taken into account in mutual agreement on the basis of the agreed unit prices. KoPart eG acts exclusively as the contracting entity in the awarding of the invited services.
