France – Unmanned combat aerial vehicles – Partenariat d’innovation ELISA (Equipement Léger d’Interception de Système Autonome) relatif à « Evaluation de drones aériens intercepteurs de drones, développement de performances complémentaires, production, soutien, et prestations associées »
Description
Context: The French armed forces have noted that the current anti-drone defence equipment in service does not fully meet current and future threats, in terms of both quantity and cost. Objective: The ELISA innovation partnership aims to develop and industrialise new-generation aerial interceptor drones capable of countering current and future threats such as drones or autonomous tele-operated munitions, and which can be deployed without heavy means. The contract comprises a single lot. This is an innovation partnership, which will be executed in the form of several framework agreements with subsequent contracts (one framework agreement per partner). The estimated amount in section 2.1.4 corresponds to an overall estimate for the innovation partnership project (for all framework agreements and subsequent contracts), without any commitment on the part of the State. ----------------------------------------------------------------- TRANSMISSION OF TENDERS: Tenders must not be deposited at the functional address given in section 8.1. They must be submitted on PLACE (https://www.marches-publics.gouv.fr) following the instructions in the document 'Tender Transmission Procedures' available at https://armement.defense.gouv.fr/achats-darmement/documentation-et-referentiels-pour-les-achats/modalites-de-transmission-des-plis. This consultation is accessible on PLACE via the following reference: 2026680905. In case of difficulties accessing PLACE, information can be obtained from the address given in section 8.1. A backup copy can be sent to the address given in section 8.1 for postal deliveries or to the following address for courier or hand deliveries: 66 rue de la Porte d'Issy 75015 PARIS France. The envelope containing the backup copy will indicate the subject and the procedure number. Attention, for each stage of the procedure (candidacy stage and offer stage), candidates and tenderers must use the same transmission method for all documents they submit to the buyer. It is recalled that each candidate is responsible for the means of delivery of their tender. No tender deposited (in the case of electronic transmission) or received (in the case of postal receipt for the backup tender only) or handed over (in the case of delivery by courier or hand delivery for the backup tender only) after the deadline and time limit mentioned in section 5.1.12 will be considered. ----------------------------------------------------------------- CONSORTIUM: Consortium form: the form of the consortium is not imposed. Candidates must specify whether they are applying individually or as part of a consortium. It is forbidden for candidates to submit several offers for the framework agreement by acting at the same time: 1. as individual candidates and as members of one or more consortia; 2. as members of several consortia. Type of modification allowed: The composition of the consortia can be modified, and it is possible to form new ones between the submission of the applications and the submission of the initial offers if all the members of the new consortium, presented at the offer stage, have been authorised at the application stage to submit an offer or to participate, at least as an accepted subcontractor in the application phase. The newly formed consortium must meet the requirements relating to the capacities of the candidates. Without prejudice to the above provisions, the provisions of Articles R2142-23 and R2342-14 of the CCP apply. ----------------------------------------------------------------- DOCUMENTS TO BE PROVIDED: The provision of all the elements/documents listed in section 5.1.9 is essential. The absence of any of these elements/documents will result in the rejection of the economic operator's or consortium's application. Documents submitted in support of applications in a language other than French must be accompanied by a translation into French. Only the French version is authentic. OPERATORS FROM THIRD COUNTRIES OUTSIDE THE EU OR EEA: In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries outside the European Union or the European Economic Area. The procedure remains open to subcontractors (subcontractors or subcontractors not presenting a subcontractor character) from third countries. --------------------------------------------------------------------- SIGNATURE OF DOCUMENTS: Description: Documents contained in the application file requiring a signature must be signed by a person authorised to commit the company (with the name, first name, position of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, the candidate must provide any document attesting to the signatory's capacity to commit the company. As regards electronic files, a signed .zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorised to commit the company (cf. 'Tender Transmission Procedures' in section 2.1 above). A scanned handwritten signature cannot replace the electronic signature. All members of the consortium must opt for the same signature format (electronic) without the possibility of mixing the two types of signatures. It is specified that the deadline and time limit for the submission of tenders is set at 07/05/2026 at 16:00 (Paris time). Those in section 5.1.12 are in UTC format. This is a defence and security contract.
