Description

The contracting authority is SachsenEnergie AG, the largest municipal energy supplier in Eastern Saxony. SachsenEnergie AG supplies over 7,500 objects in the city area of Dresden with over 130,000 heat customers via its 600 km long district heating network. As part of the overall project “RING30”, a highly efficient and highly available waste-to-energy power plant (“EBS-HKW”) with a total capacity of around 145,000 tonnes per year for the thermal utilisation of untreated municipal waste, bulky waste and substitute fuels is to be built at the location Hammerweg 23 in Dresden and is to go into regular operation by 2030 at the latest. This is a KRITIS facility, in which only non-hazardous waste is thermally utilised. The plant is to be designed for a firing capacity of approximately 54 MWth FWL. The district heating extraction is to utilise the annual capacity of the central district heating network of the city of Dresden, which is available at the location all year round, of approx. 50 MWth as fully as possible. A CHP process with extraction-condensing turbine is planned. The plant will be an integral part of the plant park of generation and heat storage plants of SachsenEnergie AG connected to the central district heating network and will be operated jointly with these in a combined cycle. Against this background, integration into the technical, monitoring and IT infrastructure of the power plant park must be implemented. The transhipment hall located in the immediate vicinity at the location Hammerweg 23 in Dresden will continue to be operated and is an essential interface to the project “RING30”. For the disposal security of the state capital Dresden, unrestricted accessibility must be guaranteed at all times, during the construction phase and beyond. The subject of this tender is the general contractor services, which include all necessary services for the construction of the EBS-HKW, in particular the planning (from performance phase 4 for 2nd partial approval, performance phases 5 to 6 incl. all required special services), the preparatory work for all required approvals, the procurement, the construction and commissioning incl. test operation and acceptance as well as the quality control of all structural installations and the plant engineering equipment. The application for the first partial approval was submitted by SachsenEnergie AG in July 2025.
