The contracts will include an environmental clause associated with an RSE selection criterion detailing the means implemented to achieve a minimum of 20% carbon reduction on type sites greater than 200mL on lots 7 and 8. There will also be a social inclusion clause for all lots. The following elements will be analysed during the tendering phase: - Economic and financial capacity with a minimum annual turnover (depending on the lots) on similar activities to the contract object during the previous year if positioning. - Technical and professional capacities (sizing of the company or agency, staff, 3 references of sites or contracts over the last 3 years). In addition, there are the minimum requirements relating to the provision of specific technical skills/qualifications: 1) Possession of AIPR (Authorization to Intervene Near Networks) - AIPR "Operator" in possession of an excavator on site (as of 01/01/2019, all excavators must have this AIPR). - AIPR "Supervisor" in possession of an employee designated per site 2) SS4 training - SS4 technical supervisor and site supervisor training - SS4 site operator training If the candidate does not have all the required qualifications, they must present a subcontracting arrangement in this regard by providing the completed and signed DC4s with the prerequisites of the said subcontractor. A tenderer may not be awarded more than 3 lots. A tenderer may not be awarded lots 7 and 8 simultaneously. If the tenderer is likely to be awarded more than 3 lots, they will be awarded the lots with the highest maximum commitment. If, after being awarded the 3 lots with the highest volume, the other lots for which they were also considered for award will suffer from a lack of success due to their exclusion, then and only then, to avoid this lack of success, they may also be awarded these lots. This is the only exception to the rule of a maximum of 3 lots per tenderer.
