The Containercluster Linkerscheldeoever (CCL) is one of the three sub-projects of ECA. The project is a bundling of port development projects on the left bank of the Schelde. With CCL, we are investing in smart and sustainable growth of the port. We ensure that the port can handle extra containers each year. Specifically, we are investing in: • Extra berth length for seagoing and inland waterway vessels to load and unload containers • New container terminals to handle containers • Extra areas for logistic and industrial activities
CCL consists of various sub-projects. Six of these are projects in the port. In addition, we are also working on nature compensations and several high-voltage lines will be moved. (see: https://www.cpeca.be/)
This tender relates to the realisation of the Second Tide Dock and linked projects such as, for example, the buffer landscape, zone Three Docks, Doeldok and Noordelijk Insteekdok. It is intended to create a new tide dock along the existing Deurganckdok. With the Second Tide Dock, we are creating extra space to load and unload containers. The new dock will consist of 5 berths for the largest deep-sea container ships, but will also provide 6 specifically allocated berths for inland waterway vessels. Along the new quay walls, new concession areas will be set up for container handling. A new inland waterway quay will also be provided at the level of the Doeldok. To ensure good buffering between the port area on the one hand and the residential and nature areas on the other, a landscape buffer will be laid out. This buffer dyke will also have a recreational function. New container capacity will also be realised at the level of the Noordelijk Insteekdok. By closing off the dock with a new quay wall and then infilling the dock, we are creating new areas for container handling. The Noordelijk Insteekdok thus also forms an important storage location for soils that are released during the construction of the Second Tide Dock. This guidance document provides only a general and preliminary description of the tender. The framework agreement: This tender concerns a framework agreement for services and is divided into the following lots: • Lot 1 – Design studies for the quay walls of the Second Tide Dock • Lot 2 – Design studies for ground and remediation works of the Second Tide Dock • Lot 3 – Design studies for the quay walls of the Noordelijk Insteekdok
Applications to participate may be submitted for only one lot or for multiple lots. Each lot is a framework agreement, i.e. each lot is executed by placing orders based on the framework agreement according to the actual needs of the buyers. Within the framework of these framework agreements, each call-off is considered as a separate order, independently of the execution of other call-offs on these framework agreements. Each lot is awarded to 1 contractor. The following entities may place call-offs on the framework agreements according to their specific needs: • Port of Antwerp-Bruges (POAB) • The Maritime Access Division (aMT) of the Department of Mobility and Public Works • Possibly a new entity/legal person/organisation falling under the Flemish Region and POAB that may be set up during the term of the framework agreement with the aim of implementing the ECA project. o Already placed call-offs/closed contracts within the framework of the framework agreement can also be transferred to the above entity after its establishment. Maximum value of the order: The maximum value of the entire order (over the entire term) is set at 32,500,000 euro excl. VAT and revisions (price level 2026). • Lot 1: 8,850,000 euro excl. VAT and revisions • Lot 2: 19,200,000 euro excl. VAT and revisions • Lot 3: 4,450,000 euro excl. VAT and revisions
In determining the aforementioned maximum value, no account has been taken of the expected quantities that will be included in the inventory and this maximum value therefore gives no indication of the tender amount for which the selected candidate may register in the next phase. Instead, it is the maximum value of the framework agreement, determined on the basis of the maximum orders that can be called off over all orders that can be called off within the framework agreement. The maximum value of the framework agreement may be revised as a result of changes during execution and leaves the application of change grounds from art. 38 to 38/19 KB Execution unaffected. The maximum value evolves with the price adjustment formulas that the specifications may contain. In the event that a new entity/legal person/organisation is set up, this will have no effect on the maximum value of the order. It is a purely reallocation of the planned procurement. Place of service provision: The client aims to set up a project floor where designers, clients and contractors work together physically on the further development of the project. A suitable location is currently being sought in the Antwerp region for this purpose. As soon as work on the site starts, a workplace will be set up in the immediate vicinity of the Second Tide Dock and Noordelijk Insteekdok to be constructed. Scope of the study assignment: The study assignment starts from the existing preliminary design for the Second Tide Dock and Noordelijk Insteekdok and the permit file – the (preliminary) design project decision – with all its appendices (such as, for example, a soil remediation project, hereinafter ‘BSP’).
