France – District-heating mains construction work – Marché public global de performance (MPGP) pour la conception, la réalisation, l’exploitation et la maintenance du réseau de chaleur du quartier Rétimare Briquerie à Yvetot

To achieve the Energy and Environmental Performance Objectives, the following services are entrusted to the Contractor:

- The design and implementation of a programme of works relating to the Primary Installations, including the monitoring, management and submission of Administrative Authorisations and subsidy applications: the new central heating plant for heat production (biomass/gas), the new heat distribution networks (replacement of existing and creation for new buildings) and the primary heat delivery points in existing and future substations (including connection and primary heat exchangers and regulation);

- The financing of the Works Programme;

- The delegated management of the Heat Network:

- Energy monitoring;

- Production, distribution and supply of thermal energy to the Substations;

- Management of relations with subscribers, and in particular concluding Subscription Contracts and collecting the revenues due from Subscribers;

- Operation, maintenance and upkeep of the Primary Installations;

- Major maintenance, renewal and total guarantee of the Primary Installations;

The Contractor carries out its missions in compliance with:

- The principle of service continuity;

- All applicable legal and regulatory provisions as well as rules of the art;

- All contractual requirements and specifications;

Performance Objectives:

The selected Contractor will commit to the following Energy and Environmental Performance Objectives:

(a) Achieve and maintain the following Energy Performance Objectives for the duration of the Contract:

At a minimum, meet the regulatory thresholds and eligibility conditions for Fonds Chaleur aid (including biomass boiler operating time at nominal power greater than 1200 hours per year), as of the date of submission of the final tender. Following the first complete heating period after the Effective Date of Total Acceptance of the Works:

- ENR coverage rate (minimum of 75%)

- Biomass thermal efficiency at nominal power (minimum of 85%)

- Distribution efficiency (minimum of 85%)

(b) Achieve and maintain the following Environmental Performance Objectives for the duration of the Contract, as of the Effective Date of Total Acceptance of the Works:

- Biomass supply radius (maximum equal to 100 km regardless of the type of biomass used)

- Dust emission threshold (maximum equal to 34 mg/Nm3 at 6% O2)

(c) Achieve and maintain the following Quality and Service Continuity Performance Objectives for the duration of the Contract, as of the Effective Date of Total Acceptance of the Works:

- Heat supply restart time of less than one (1) day

- Heat supply interruption of less than one (1) hour

- Heat supply shortage of less than four (4) hours

- Duration of GER interventions of less than four (4) hours of interruption

- Number of GER interventions with interruption of 2 per year outside the heating period and 1 during the heating period
