In the product Training Services Project Management, the Personnel and Organisational Development (hereinafter referred to as POE) identifies the general and strategic training needs of the DLR staff through various needs assessments. The POE identifies relevant training topics and decides which topics / contents are offered in which formats to the staff via the DLR internal training programme. The administrative handling of the training programme is carried out via an automated learning management system. Contract awards are made within the framework of an Open House model with the aim of forming a pool. If the prerequisites regarding suitability and qualification are met, the suppliers are included in the POE pool. From this pool, the Personnel Development selects suitable trainers for the implementation of project management training and consulting in the form of individual contracts for specific topics as required throughout the entire term. The number of services to be procured is not binding and is subject to annual fluctuations. Upon inclusion in the pool, each supplier receives a corresponding framework agreement related to the lots. Inclusion does not establish a claim to a certain minimum order size or minimum order volume for the supplier. The services are divided into five lots according to the qualification requirements and topic. Suppliers can apply for one, several or all lots. The decision on admission to several lots is made by the Personnel Development based on the supplier's qualification certificates. The contract term in the Open House begins on the day of inclusion in the POE pool. The end of the contract for all contracts for Training Services Project Management is 28.02.2030. To participate in the Open House procedure, the eligibility criteria and minimum requirements specified in the notice must be met.
