Contracting authority

The National Institute for Public Health and the Environment (RIVM) is an agency of the Ministry of Health, Welfare and Sport (VWS). The RIVM promotes public health and a clean and safe living environment through research, execution and support. The core tasks of this institute include policy support for the government. These services are provided in both national and international contexts. The RIVM consists of around thirty components, mostly laboratories, teams or centres with a specific research task. The Environment & Safety (M&V) domain develops knowledge and expertise and advises governments on a safe and healthy living environment. This domain, for example, controls the quality of air, water and soil. It also conducts measurements after an accident or disaster where potentially hazardous substances may be released. It investigates various forms of radiation, such as radioactive substances, light sources, high-voltage lines and mobile phones. And it investigates the effects of environmental factors on health, such as air pollution or noise pollution. M&V also conducts research into perception and behaviour. As part of the M&V domain, the Centre for Environmental Quality (MIL) maps the quality of the physical environment. This primarily concerns the quality of soil, groundwater and air, and environmental factors such as noise and light. MIL does this through measurement (monitoring) and calculation (modelling). MIL signals trends and maps the effects of policy measures on environmental quality. The quality of the environment in the Netherlands is closely related to international developments. Therefore, MIL is involved in international environmental monitoring for the European Environmental Agency and climate research. Reason and objective of the tender

The framework agreement with the current supplier, originally resulting from the European tender AERIUS 2022 with Negometrix tender number 200092, dates from November 2022 and expires on 14 November 2026. A new agreement for the support of nitrogen advice and information systems 2027 must be tendered. This new Framework Agreement must commence on 1 January 2027. The objective of this European tender is to conclude a new Framework Agreement between the RIVM and one (combination of) Contractor(s) for providing environmental technical expertise and the deployment of the nitrogen information systems of MIL, as well as the hosting, management and maintenance of the associated ICT as described in this Descriptive Document and the Appendices. https://www.rivm.nl/contact/zakendoen-met-rivm
