France – Sewage work – Marché de Conception Réalisation relatif à la construction d'une unité de méthanisation des boues de la station d'épuration du SYSEG à Givors avec production et injection de biogaz

This consultation aims to award a design and build contract for works as defined in Articles L 2171-1-1°; L 2171-2; R 2171-1 of the Public Procurement Code. It is launched under the negotiated procedure with dialogue as set out in Articles L 2124-3; R 2124-3; R 2161-12 to R 2161-20 of the same code and is subject to the publicity provisions set out in Articles R 2131-16 to R 2131-20 of the Public Procurement Code. This procedure is restricted. It takes place in two successive phases: a first phase of analysing tenders to select candidates who will be invited to submit an offer and a second phase of submitting offers, analysing them, which may include a negotiation phase (SYSEG reserves the right to award the contract based on the initial offers without negotiation), and selecting the contract award winner. Candidates selected at the end of Phase 1 will receive an invitation to tender letter including a Consultation File specifying all the requirements relating to the submission and selection of offers. The services are broken down into three phases as follows:

- Phase 1: Commencement of the design studies for the methanation and the valorisation of the biogas produced by injection into the Grdf network as well as the construction of a covered sludge storage area on the same site as the methanation and the relocation of the sludge dewatering workshop with the creation of a dedicated building;

- Phase 2: Execution of the design studies and works of Phase 1 (preliminary studies, execution studies, construction works, etc.) o Phase 2a: execution study o Phase 2b: works execution

It is specified that the partial execution deadline for the works may be separated, with the establishment of a Partial Completion of Construction (CAC) allowing the methanation unit to be commissioned, without the sludge area works being previously completed, in accordance with the reception modalities defined in Article 17 of the present CCAP.

- Phase 3: Commissioning, start-up and industrial observation

The estimated start date of the contract is May 2027. The estimated duration of the contract services is 36 months (excluding GPA period). The services are paid for by lump sums. The contract includes an optional section defined in the tender documents. Offers will be evaluated based on the following criteria:

- Price of services: 35%

- Technical value: 65%

Offers will be evaluated according to the criteria and sub-criteria specified in the tender regulation of the offer phase.
