France – Accident and health insurance services – Mise en place d'une Convention de Participation au financement de la protection sociale complémentaire des agents territoriaux au titre des risques liés à la prévoyance

The consultation aims to establish a supplementary pension scheme for territorial agents, covering temporary incapacity to work, invalidity and death. The contract is optional from 1 January 2027 to 31 December 2028, then mandatory from 1 January 2029. Candidates must submit three distinct rates for the different periods. No supplementary pension scheme is currently in place as of the publication date of Law No. 2025-1251 of 22 December 2025. Pursuant to Article 6 of this law, the provisions relating to mandatory membership are only applicable to the buyer from 1 January 2029. The collective contract is therefore optional from 1 January 2027 to 31 December 2028, then mandatory from 1 January 2029, under the conditions detailed in Section 03 of the Special Conditions. Candidates must submit three distinct rates, under the conditions set out in Section 04 of the Special Conditions. - The Convention aims to provide supplementary pension benefits as a complement to and in addition to the compulsory social protection of agents, whether they are subject to the special scheme for local government employees affiliated to the CNRACL or the general health insurance scheme for employees affiliated to the IRCANTEC. - The requested guarantees cover temporary incapacity to work, invalidity and death.
