This procedure follows the abandonment of a procedure for a reason of general interest (insufficiency of competition). It is a defence and security contract awarded through a negotiated procedure in accordance with articles L2324-1, L2324-3, R2324-1, R2324-3, R2361-1, R2361-8 to R2361-12 of the Public Procurement Code. In addition to section 5.1.15: this is a composite framework agreement (with a fixed-price part with defined quantities, a part with purchase orders and a part with subsequent contracts) and single-award with the object of supplying high-performance inertial units embeddable on aircraft and associated services for the benefit of DGA Essais en Vol. For the fixed-price part 1 with defined quantities: supply of a first inertial unit and its associated materials/documentation and training. For part 2 with purchase orders: supply of other inertial units and their associated materials/documentation, metrological monitoring services and preventive MCO services with diagnosis at the industrial site before repair of the equipment. For part 3 with subsequent contracts: curative MCO services, certain subsequent services or supplies, not defined at this time, such as specific studies, ordinary (MHO) or exceptional (MHE) height adjustment operations and operations to adapt the means to particular tests. It is specified that the deadline for the submission of tenders is 16/03/2026 at 12:00 (Paris time). Those listed in section 5.1.12 are in UTC format. The framework agreement is concluded for its total validity period with a minimum amount corresponding to part 1 fixed-price with defined quantities and a maximum amount (1 000 000 € excl. tax), indicated in section 2.1.3 below. This maximum amount corresponds to an overall estimate for the framework agreement project, over its validity period, without any commitment on the part of the State to reach it. The maximum amount indicated in sections 2 and 5 below is in euros excluding tax. The tender documents will be sent later to the candidates admitted to tender.
