Description

The consultation provides for compensation for selected candidates whose technical offer is acceptable. The works will be carried out on sites in continuous operation, constituting the sole means of supplying the municipalities. Any unavailability of the power stations is to be ruled out. The interventions must be planned and carried out in such a way as to ensure the continuity of service, while respecting electrical, ATEX, ICPE standards and environmental requirements. To improve operational performance, the reliability of the installations and the quality of the service provided, three phases are planned:

Phase 1: Installation - Instrumentation of Generator Sets: The service includes the supply, installation, integration, requalification and commissioning of analogue and binary sensors (temperature, pressure, level, clogging) for the generator sets concerned, replacing or adding to the existing binary sensors. These sensors will enable more precise and continuous monitoring of operating parameters, thus facilitating conditional maintenance and early detection of anomalies and deviations.

- Instrumentation of storage tanks and daily tanks: The service includes the supply, installation, integration and commissioning of a mechanical level sensor for controlling the filling of the tanks, analogue and digital radar-type sensors for monitoring the storage tanks for fuel and various fluids (Diesel, Water) in the control room, a local display level sensor on the tank. These sensors will enable real-time monitoring of levels and any leaks, in order to optimise stock management, enhance the safety of the installations and prevent environmental risks.

- Light signalling of generator sets: The service includes the supply, installation, integration and commissioning of a light and sound signalling system intended to indicate the operating status of each generator set in the power station. This device aims to improve the readability of the machine status for operators, enhance safety and reduce the risk of errors during operations.

- Site presence monitoring / Intrusion alarm: To ensure the safety of staff and the protection of the installations, it is necessary to implement a reliable access control system, human presence monitoring and intrusion detection. This device must enable:

*To verify in real time the presence or absence of authorised agents,

*To immediately detect any unauthorised access attempt,

*To ensure full traceability of door openings and closings,

*To improve the safety of lone workers on site.

- Controlled ventilation of machine rooms: The service includes the supply, installation, integration and commissioning of a controlled ventilation system according to the operating status of the generator sets intended to ensure thermal evacuation and maintain an ambient temperature compatible with the proper functioning of the generator sets. The device must comply with ICPE requirements as well as all applicable standards and regulations.

- GE surveillance camera: This section defines the objectives, functional and technical requirements and safety provisions relating to the installation of a live video visualisation system to improve the safety of personnel working on or near the generator sets. The service includes the supply, installation, integration, testing and commissioning of fixed cameras positioned above each generator set and connected to the central supervision system.

Phase 2: Training of operators

Once the installation is complete and the equipment is operational, the Contractor must provide rapid training for the operators on site. The aim is to provide the staff with sufficient theoretical and practical training to enable them to operate the installations effectively.

Phase 3: Keeping in operational condition

Once the first phase is completed, the contractor may be required to intervene on the sites in the event of instrument failure and for a period of 6 years.
