Spain – Technical assistance services – SERVICIO DE ASISTENCIA TÉCNICA PARA LA REDACCIÓN DEL ESTUDIO DE ALTERNATIVAS DE LA PRESA DE CERRO BLANCO. DHCMA (MÁLAGA)

Contract Object: The present contract is for the procurement of the technical assistance service for the drafting of the alternatives study for the Cerro Blanco Dam. The resources available to the city of Málaga for its supply are currently deficient. To the problem of the supply deficit, we must add the poor quality of the water supplied by the current resources due to their high salinity, which makes it necessary to treat it at the El Atabal desalination plant. The Hydrological Plan of the DHCMA includes the execution of the Cerro Blanco Dam for the increase of the available resources by the horizon of the year 2039. In section 4.1.4.5 of Annex VI of the Review of the third cycle (2021-2027) of the Hydrological Plan of the DHCMA it is stated that, in the subsystem I.3 there is a notable over-exploitation in the groundwater bodies 060.038 Sierra de Mijas (shared with subsystem I.4), 060.039 Río Fuengirola and 060.040 Marbella-Estepona. The water resource that will be collected in the Cerro Blanco reservoir will contribute to reducing this over-exploitation. Furthermore, it substantially improves the guarantees of the irrigation in the Valley of the Guadalhorce, by allowing a saving in the consumption of water from the reservoirs that provide it with the water resource. With the action, it will be notably contributed to the reduction of the damages in the lower zone of the river Guadalhorce, in the basin of Málaga, generated by the floods of the Grande River. The objective pursued is the improvement of the supply system to Málaga, by taking advantage of the water from the Grande River, the only channel of the Guadalhorce river basin that is currently not regulated, as a new source of water resources for the supply of the city of Málaga, taking advantage of the high quality of its water for human consumption. Prior to the drafting of a new project for the dam, an alternatives study must be drafted in which different closures must be analyzed, and a comparative study of all possible alternatives must be carried out, analyzing their technical, environmental and economic viability, and thus propose the most appropriate solution, for the greatest possible storage of regulated resources, and whose subsequent design and project can define with the necessary degree of detail to proceed with its construction, without having to rethink either conditions or approaches, but only to define and value the construction of the necessary works to materialize the idea-solution.
