Description

The subject of the contract is the periodic maintenance and repair of lifting devices in heavy goods vehicles equipped with self-loading devices of the type HIAB, MULTILIFT, and the repair and maintenance of cranes on the chassis of heavy goods vehicles for the needs of the 41st Air Force Training Base in Dęblin and units on supply. The services must be carried out in accordance with all the requirements specified in Section IV of the SWZ and in accordance with the requirements specified in the detailed description of the subject of the contract – Annex No. 2 to the SWZ. The conditions and rules for the implementation of this contract are also set out in the "draft provisions of the contract for the public contract, which will be introduced into the contract for the public contract" constituting Annex No. 5 to the SWZ. The contract is not divided into (parts). The Purchaser does not allow the possibility of submitting partial offers, by which the Purchaser understands that the Contractor may submit an offer for the full scope of the contract. The Contractor, in accordance with Article 462(1) of the Pzp Act, may entrust the execution of part of the contract to a Subcontractor. In such a case, the Purchaser, in accordance with Article 462(2) of the Pzp Act, requires the Contractor to indicate in the offer - in the offer form (Annex 1 to the SWZ) the part of the contract, the execution of which it intends to entrust to subcontractors, and to provide the names of any subcontractors if they are already known. The offer; JEDZ, declaration Annex 12, 12a to the SWZ is submitted under pain of invalidity in electronic form – signed with a qualified electronic signature at the address: https://platformazakupowa.pl/transakcja/1356241 The Purchaser does not reserve the obligation for the Contractor to personally perform key tasks, in accordance with Article 60 and Article 121 of the Pzp Act. Settlements exclusively in Polish zlotys. The Purchaser does not envisage granting contracts, as referred to in Article 214(1)(7) of the Pzp Act. Permissible changes to the contract in Annex No. 5 to the SWZ. Form of submitted documents – Section VIII of the SWZ. Information on electronic communication channels – Section IX of the SWZ. The Purchaser envisages the possibility of invalidating the procedure on the basis of Article 257 of the Pzp Act in the event that the public funds which it intended to allocate for the financing of the whole or part of the contract are not granted to it. The Purchaser does not allow: variant offers, electronic catalogues; does not envisage: electronic auction; dynamic purchasing system; allows subcontracting. Reverse procedure: The Purchaser informs that, in accordance with Article 139(1) of the Pzp Act, it will first carry out an examination and evaluation of offers, and then carry out a subject qualification of the Contractor, whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. The procedure is conducted in the form of an unrestricted tender in accordance with Article 129(1)(1) in conjunction with Article 132 of the Act of 11 September 2019 - Public Procurement Law (Journal of Laws of 2026, item 793 as amended), hereinafter referred to as the "Pzp Act". Contracts may be awarded to Contractors who are not excluded on the basis of: - Article 108(1) and Article 109(1)(1), (2), (3), (4) of the Act of 11 September 2019 - Public Procurement Law; - Article 7(1) of the Act of 13 April 2022 on special solutions to counter the support of aggression against Ukraine and serving to protect national security; - Article 5k(1) of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine, as amended by Council Regulations (EU): 2022/576, 2022/1269, 2023/1214, 2025/395, 2025/2033 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine. The Purchaser informs that, in accordance with Article 139(1) of the Pzp Act, it will first carry out an examination and evaluation of offers, and then carry out a subject qualification of the Contractor, whose offer was most highly evaluated, in terms of the absence of grounds for exclusion and the fulfilment of the conditions for participation in the procedure. Detailed information is contained in Section VIII of the SWZ. The contract is not covered by the GPA. The expected date of publication of the next notices – I or II quarter of 2027. Bid validity period: until 15.12.2026. The purchasing institution is not a central purchasing body nor does it use any other form of joint procurement. The public contract is not reserved for sheltered workshops; and its implementation is not limited to employment programmes for people with disabilities. In the case of Contractors jointly applying for the award of the contract, none of them may be subject to exclusion.
