Description
The services are to be carried out in test areas located on the sites of DGA EM Landes and Gironde and DGA EV at Cazaux. The main services to be carried out are: reinforced concrete slabs; reinforced concrete slabs and foundations; reinforced concrete blocks or masses; masonry and small reinforced concrete structures related to test equipment; special supports; earthworks and access to test areas; handling in the context of placing concrete structures for testing; formwork; reinforcement; ancillary structures related to testing; demolitions; supply of containers (possibly filled with sand). The framework agreement (AC) includes a call-off contract with a list of services on BPU and a subsequent contract offering the possibility to order other services during the contract period.
It is specified that the deadline for submitting tenders is 02/06/2026 at 11:00 (Paris time). Those listed in section 5.1.12 are in UTC format.
This is a Defence or Security Contract.
The estimated quantity/volume for the AC project is without obligation on the part of the State: --1 slab of 2,000 m² -- Various earthworks and demolition of slabs and masses for a total of approximately 5,000 m² -- Integration of particular mechanical anchors -- A dozen or so concrete masses of 25t to 50t (masses over 50t are possible) -- Roadworks for a total length of 1,600 m (divided into several sections, heavy road type 13t per axle) -- About thirty concrete blocks per year of varying shapes and weights -- Containers (2 ten feet and 2 twenty feet/year).
In addition to section 5.1.15: This is an AC consisting of a call-off contract and a subsequent contract. This is a single-source AC. The maximum amount indicated in sections 2 and 5 below is exclusive of tax.
Candidates must specify whether they are applying individually or as part of a group. Candidates are not allowed to submit multiple bids for the AC by acting simultaneously: 1. as individual candidates and members of one or more groups; 2. as members of several groups.
The composition of the groups may be modified, and it is possible to form new ones between the submission of applications and the submission of initial bids if all the members of the new group, presented at the bidding stage, have been authorized at the application stage to submit a bid or to participate in it, at least as an accepted subcontractor in the application phase. The newly formed group must meet the requirements relating to the capacities of the candidates. In addition, the provisions of Articles R2142-23 and R2342-14 of the CCP apply.
Signature of documents: The documents contained in the application file requiring a signature must be signed by a person authorized to commit the company (with the name, first name, and title of the signatory, and with the company stamp). If the signatory of the documents does not appear in the public information via the SIREN number or the equivalent document for candidates established abroad, any document attesting to the signatory's capacity to commit the company. As for electronic files, a signed zip file does not constitute a signature of the documents it contains. Each document for which a signature is required must be signed electronically and separately by a person authorized to commit the company (cf. ''Modalities of transmission of tenders'' referred to in section 2.1.4). A scanned handwritten signature cannot replace the electronic signature. All members of the group must opt for the same signature format (handwritten or electronic) without the possibility of mixing the two types of signatures.
The provision of all the elements/documents listed in sections 2.1.6, 5.1.9, 5.1.12 is required, failing which the candidate's application will be rejected. Documents submitted in support of applications in a language other than French must be accompanied by a French translation. Only the French version is authentic.
In accordance with Article R 2342-7 of the Public Procurement Code, this procedure is not open to economic operators from third countries to the European Union or the European Economic Area.
