Title: JVA Regensburg, Extension, Reconstruction, Maintenance 2nd Construction Phase – General Planning Services

Description: The contract comprises the general planning services LPH 1-9 HOAI with the performance categories of building and interior design, landscaping, traffic routes and civil engineering structures, specialist planning for structural design and technical equipment, building physics (thermal insulation/energy balancing, building acoustics, room acoustics), surveying, safety and health protection coordination, construction site logistics, site clearance, hazardous substance and contamination management, and a project communication system. After evaluation by the contracting authority, the consolidation of planning various performance categories is technically necessary to achieve functionality and safety requirements. The 2nd construction phase of the extension, reconstruction, and maintenance of the JVA Regensburg includes the restoration of two existing buildings in accordance with monument protection guidelines, the demolition of ancillary buildings including necessary hazardous substance remediation and demolition measures, the construction of a new building with detention cells and an integrated sports hall, and the creation and adaptation of the outdoor facilities including parking spaces, access areas, and security-relevant outer wall. The implementation takes place during ongoing prison operations with high requirements for safety, operational continuity, monument protection, and construction site logistics. Extensive temporary and transitional measures are required to ensure ongoing operations, as well as the planning and integration of complex security systems of a prison. Particular attention must be paid to the interfaces with the buildings and technical facilities constructed in the first construction phase and the requirements for maintaining ongoing operations. Security-relevant systems must remain fully functional during all construction phases; necessary transition, migration, and handover concepts must be developed and implemented at an early stage. The planning must be carried out in accordance with the currently valid guidelines for the execution of construction tasks of the Free State of Bavaria (RLBau), the relevant public law requirements, the requirements of monument protection, and the recommendations for the construction of prisons. For the existing building to be renovated, the energy standard EGB 55 must be met, and for the new building, the energy standard EGB 40 must be met. The contracting authority intends to award the described services in several stages. The services of the performance phases 1 to 9 according to HOAI, including the necessary special services, are planned to be awarded. With the conclusion of the contract, the performance stage 1 for the basic investigation up to and including the approval planning will be commissioned.
