The procedure with negotiation will take place in 2 phases: a CANDIDATURE phase, at the end of which the candidates admitted to submit a tender will be selected, and an OFFER phase, during which the contracting authority will negotiate with the candidates admitted to submit a tender. The representative of the consortium must be the architect. The consultation is addressed to multidisciplinary design teams in the following fields: Architecture with complementary skills or expected support in the following fields: design of buildings in tropical environments, acoustics, landscape design, construction economics, maintenance/whole-life cost, demolition with/without asbestos including management of waste treatment, reuse, recycling according to PEMD, Engineering: VRD, structures, fluids, low voltage and SSI coordination, environmental quality of buildings according to the energy performance recommendations for buildings in Réunion, thermal, scheduling, work management and coordination. Criteria for selection of the design team: quality of the declared references of the team, declared technical and professional capabilities, financial capacity with the scope of the mission.
