Each lot will be subject to a separate award. The services are paid for by unit prices. The law of 1 December 2008, generalising the RSA and reforming insertion policies, confirms the Department as the leader in the social and professional insertion of RSA beneficiaries. The Department finances and ensures the implementation of the Active Solidarity Income (RSA) scheme, pursuing an objective of returning to employment for a majority of the beneficiaries concerned. In this capacity, it pays a supplementary allowance and supports RSA beneficiaries in their insertion project, according to their situation and needs, through three support pathways: professional / socio-professional / social. The Department has 6 325 RSA beneficiaries as of 31 December 2025. The people supported may encounter issues constituting one or more barriers to their return to employment (mobility, health, low level of qualification, digital illiteracy…). RSA beneficiaries are thus referred to a pathway mentor by the DTAS (territorial social action department). This professional implements, through personalised support, all the means at their disposal to remove the barriers to the socio-professional insertion of the beneficiary. They can thus mobilise different types of aid and call upon step mentors who can offer specific support (mobility, training…). In Ardèche, the lack of mobility of RSA beneficiaries and jobseekers is the main barrier to resuming employment. The causes of this lack of mobility are multiple: difficulty in ensuring the full financing of a driving licence, absence of individual means of transport (private car), insufficient and distant public transport from the place of residence, or no accessible and alternative solutions such as car-sharing and not always meeting the various mobility needs of the public, vehicle maintenance costs... This results in a use of the car in Ardèche well above the national average (69% of active people at national level against 84.2% in Ardèche). Without a vehicle, it is more difficult to find a job, access healthcare, social services, social life. Passing the driving test and being able to access a vehicle is a necessity. The Department voted on 12 December 2025 for its new Departmental Insertion Plan Ambition Travail 07 for the period 2026-2028, part of which is dedicated to measures aimed at removing the barriers to the mobility of RSA beneficiaries. This context leads the Department of Ardèche to resort to the award of a public contract to actors in solidarity mobility to support RSA beneficiaries to pass the theory test, the driving test, to access the provision of solidarity car hire and benefit from automotive maintenance awareness training. It is divided into geographical lots corresponding to the four territorial social action departments of the Department (North, Centre, South-West, South-East). The financial contribution of RSA beneficiaries must not exceed 40 euro(s) for the theory test and the driving test and the deposit required for the provision of a vehicle is capped at 700 euro(s).
