Description

Design contract for the establishment of a biogás line at the TRV Zrt. wastewater treatment plant in Szolnok, as detailed in the technical description. The wastewater treatment plant's population equivalent: 88,010 PE. The design tasks:

• Procurement of a cadastral digital base map

• Preparation of a detailed geodetic survey

• Preparation of a soil mechanics expert opinion and a geotechnical design report, including the necessary soil mechanics tests based on EUROCODE 7, and recommended and necessary laboratory and in-situ tests (CPT) for the preparation of the detailed design

• Preparation of the necessary water law establishment permits, special industrial establishment, building permit documentation, and other permits required for the operation of the biogás plant, as well as the preparation of the power supply technical and economic information and connection plans (consultation with the power supplier regarding the necessity of a feeding and/or reverse-watt protected system), and their preparation in accordance with regulations, regulatory requirements, and supplier requirements

• Conducting the necessary permitting procedures and obtaining them on behalf of the client during the permitting procedures

• Obtaining an environmental permit in accordance with Government Decree 314/2005. (XII. 25.)

• Preparation of detailed design documentation in accordance with Annex 1 of Government Decree 322/2015. (X. 30.) and Section 13 (1) of Government Decree 235/2024. (VIII. 8.)

• Preparation of documentation necessary for the implementation of the contractor selection procedure

• Availability until the completion of the investment

The detailed conditions are contained in the further public procurement documents. According to Section 65 (10) of the Public Procurement Act, the following general design tasks are considered of fundamental importance, and accordingly, it is prescribed that these be carried out by the Bidder or, in the case of a joint bid, by one of the Bidders, so the Bidder(s) may not rely on the capacity of another organisation or individual for the proof of suitability for these tasks, and these tasks may not be carried out by a subcontractor during the performance. In the case of a joint bid, the bid must indicate which of the joint Bidders will perform the prescribed tasks. The general design tasks:

• Coordination of the design process: Coordination and integration of the work of the specialist designers, ensuring the technical unity of the design documentation

• Professional responsibility: Ensures that the entire technical documentation complies with the laws, standards, local building regulations (HÉSZ), and the instructions of the client

• Completeness of the design documentation: Ensures that the permitting plans and the detailed plans cover every detail necessary for the construction, and that the specialist plans fit together

• Communication: The general designer or their representative maintains contact with the client, the authorities, and the client during the design phase

• Compliance with regulations: Compliance with the professional rules and ethical code prescribed by the chamber during the performance of the design task
