Framework agreement for the procurement of various food ingredients for a period of 24 months from the date of signature, or until the framework budget is exhausted, divided into 13 lots. Planned quantities and items per lot: 1. Eggs, egg products 9 items (planned: 51,500 pcs; 4,000 litres; 300 kg) net framework budget of 27,000,000 Ft until exhaustion 2. Pickles 18 items (planned: 11,900 kg) net framework budget of 21,500,000 Ft until exhaustion 3. Meat, meat products 91 items (planned: 38,097 kg) net framework budget of 172,000,000 Ft until exhaustion 4. Milk, dairy products 49 items (planned: 4,700 litres; 8,785 kg; 12,130 pcs; 600 boxes; 10,000 packs) net framework budget of 45,000,000 Ft until exhaustion 5. Bread, bakery products 64 items (planned: 19,150 kg; 320,000 pcs) net framework budget of 66,000,000 Ft until exhaustion 6. Confectionery products 64 items (planned: 5,280 kg; 36,524 pcs) net framework budget of 31,000,000 Ft until exhaustion 7. Sweets 33 items (planned: 3,000 packs; 100 kg; 110,000 pcs) net framework budget of 23,500,000 Ft until exhaustion 8. Canned goods 39 items (planned: 2,440 kg; 13,800 pcs) net framework budget of 27,200,000 Ft until exhaustion 9. Mineral water 8 items (planned: 6,000 pcs) net framework budget of 70,000,000 Ft until exhaustion 10. Fat, oil 6 items (planned: 10,300 litres; 1,000 kg) net framework budget of 38,000,000 Ft until exhaustion 11. Pasta 30 items (planned: 3,000 kg) net framework budget of 13,500,000 Ft until exhaustion 12. Vegetables, fruit, peeled vegetables, herbs 70 items (planned: 64,360 kg; 5,500 pcs; 54,350 packs; 100 bunches), 9 items (planned: 77,200 kg), 9 items (planned: 450 kg) net framework budget of 89,000,000 Ft until exhaustion 13. Ready-made products 193 items net framework budget of 55,000,000 Ft until exhaustion. If the framework budget is not exhausted by the end of the 24th month of the framework agreement, the validity period of the framework agreement may be extended by a further 12 months by agreement between the parties. The list of products to be procured for the relevant lot, as well as the approximate quantity planned for the relevant product for a period of about 1 year, is contained in the Commercial Price List issued as part of the supplementary procurement documentation (hereinafter: KKD). The quantities given are indicative and show the quantitative ratio of the products to each other, and have been included for the purpose of comparability of the offers. The settlement (invoicing) shall be made on the basis of the actual quantities ordered/delivered during the validity of the framework agreement, at the unit prices given by the winning bidder, up to the amount of the framework budget specified. The contracting authority strongly draws the attention of bidders to the fact that the bid must contain the bidder's priced commercial price list, which qualifies as a professional bid. The complete absence of a professional bid cannot be remedied under the provisions of Section 71 (8) of the Kbt. The detailed technical description and quality requirements are contained in the KKD. The framework budgets will be utilised to the extent of the actual orders. The contracting authority undertakes to commit to using 70% of the framework budget for each lot. Only new products may be offered during the submission of a bid. The contracting authority, pursuant to Section 46 (3) of Government Decree 321/2015 (X.30.) (hereinafter: Government Decree), draws attention to the fact that in the invitation to tender, the documentation and the technical documentation, the reference to, or the naming of, a specific brand, origin, type of item, process, activity, person, patent or trademark was made only for the purpose of clearly defining the subject matter in question, and in all cases "or equivalent" must be understood. The proof of equivalence is the responsibility of the bidder. The contracting authority, pursuant to Section 53 (5) of the Kbt., will conduct a conditional procedure. Pursuant to point 1 of Government Decree 1148/2026 (V.14.) on the determination of the individual powers of the ministers of finance, new commitments exceeding 250 million forints may only be made with the prior consent of the minister of finance, at the expense of the budget chapters and central budgetary organisations under the direction of the government. The contracts to be concluded as a result of the procedure shall only come into force if the consent of the minister of finance is obtained.
