Romania – Surveillance system – MANAGEMENTUL TRAFICULUI TRANSPORTULUI PUBLIC ȘI RUTIER – componentele: stații de autobuz și intersecții

On 26.09.2025, the contracting authority signed with the North-West Regional Development Agency as the Managing Authority, the financing contract no. 375/26.09.2025, SMIS code 338511, entitled “Integrated traffic monitoring system and intelligent mobility in the municipality of Satu Mare” which aims to achieve the investment objective "Management of public and road transport traffic - components: bus stops and intersections" through the North West Regional Programme 2021-2027 - Increased use of public transport and other forms of ecological urban mobility (Urban Mobility)". The municipality of Satu Mare intends to implement the extension of the public transport traffic management system and the establishment and modernisation of SMART bus stops which aim to increase the degree of attractiveness of public transport and the migration of as many movements as possible to this means of transport, to the detriment of movement by personal vehicle, by increasing the degree of accessibility, attractiveness and safety, the efficiency of public transport, with positive effects on the reduction of pollution and energy consumption. The modernisation of public transport infrastructure, the real-time information system, the promotion of smart solutions for increasing the attractiveness and accessibility of public transport will directly lead to an increase in the quality of life of the municipality's citizens. The increase in the safety of citizens in public spaces will also be ensured through the introduction of the video surveillance system in public transport stations. At the same time, the Municipality of Satu Mare envisages the extension and modernisation of intelligent transport systems, in order to increase road safety and optimise urban traffic. The road network of the municipality has a radial structure, with four major access directions, and the crossing of the Someș River and the railway is limited, these constituting natural barriers that frequently generate congestion zones. At the same time, the predominance of collector category streets leads to intense traffic in the main intersections, which imposes the adoption of modern solutions for the regulation and control of traffic. In this context, the proposed investment aims to implement an integrated traffic light and road traffic monitoring system, complementary to the public transport management system, contributing to the achievement of a unitary system of intelligent urban mobility. The project envisages the traffic light control of 37 intersections/pedestrian crossings located on the municipality's main arteries, 15 LPR camera locations and 5 speed signage locations, as well as their integration into a centralised command and control system. The contracting authority will respond to clarifications on the 11th day before the deadline for submission of tenders. At the same time, the number of days until which clarifications can be requested before the deadline for submission of tenders/applications is 20 days.
