The subject of the order is the supply of a brand-new Dynamometer UN GTR 24. The Dynamometer UN GTR 24 must enable tests to be carried out in accordance with the current methodology of the United Nations Global Technical Regulation No. 24 (hereinafter UN GTR 24) as amended, for compliance with EURO 7 requirements, in the scope of measuring brake wear, solid particle emissions and particle number from brakes used in light vehicles of categories 1-1 (M1) and 2 (N1) with a total mass of less than 3500 kg. Dynamometer UN GTR 24 – required parameters: 2.1. braking torque: minimum 1900 Nm, 2.2. rotational speed: minimum 2000 rpm, 2.3. mechanical, simulated or mechanical and simulated inertia necessary to carry out brake tests in light vehicles of categories 1-1 (M1) and 2 (N1) with a total mass of less than 3500 kg. 2.4. the electric drive system with regulated speed must meet the requirements of the standard EN61800-3:2023 or equivalent, in terms of resistance and electromagnetic interference emissions, for category C2. 3. Types of brakes to be tested The Dynamometer UN GTR 24 must enable testing of both types of hydraulic brakes: disc and drum brakes, as well as electromechanical brakes (EMB). To carry out EMB tests, the Dynamometer UN GTR 24 must be equipped with a CAN/USB communication converter and an appropriate power supply: 48 V/100 A or with higher voltage and current values. 4. Control-measuring systems The Dynamometer UN GTR 24 must be equipped with: 4.1. all necessary measuring systems to meet the requirements of UN GTR 24. The measuring systems must provide the accuracy required by UN GTR 24. 4.2. a transducer for measuring the displacement of the brake fluid – the parameter of brake fluid absorption. 5. Conditioning of the cooling air for the brake To carry out the tests, an air conditioning unit and a cooling system with conditioned air are required, which ensures clean and continuous cooling of the brake assembly and transports the aerosol from the enclosure to the sampling tunnel and PM/PN sampling probes. The Dynamometer UN GTR 24 must guarantee the stable temperature and humidity parameters required by UN GTR 24, therefore, among other things, the Dynamometer UN GTR 24 must be resistant to changes in supply voltage and frequency within the range compliant with the standard PN-EN 50160: 10-2023 or equivalent. 6. Development work The Dynamometer UN GTR 24 must enable development work. For this purpose, in addition to the communication methods proposed by the Contractor, the Dynamometer UN GTR 24 must be equipped with: 6.1. a system enabling the simultaneous use of at least 12 arbitrary devices together – through solutions such as: TCP/IP (Transmission Control Protocol/Internet Protocol), UDP/IP (User Datagram Protocol/Internet Protocol) or equivalent. 6.2. a communication system extending the communication capabilities by at least: 4 analogue outputs, 4 analogue inputs, 4 frequency outputs and 4 frequency inputs. 7. Equipment for calibration The Dynamometer UN GTR 24 must be equipped with a test lever and calibration weights or a force transducer for calibrating the torque transducer or equivalent. 8. Calibration Certificates (Pattern Approval) Calibration/Pattern Approval Certificates issued by an accredited laboratory calibrating in accordance with the standard ISO 17025 or equivalent calibrating laboratory. 9. Training and commissioning The Contractor is obliged to carry out training at the premises of the Purchaser (at least 1 day) within the timeframe for the execution of the subject of the order. 10. The Contractor is obliged to deliver the subject of the order, its transport, unloading, unpacking, placement, assembly and integration at the premises of BOSMAL. 11. Software The Dynamometer UN GTR 24 must enable tests to be carried out in accordance with the methodology of the United Nations Global Technical Regulation No. 24 for compliance with EURO 7 requirements, as well as the performance of development work in accordance with point 6. All equivalent solutions are acceptable, provided that the tests can be carried out in accordance with the EURO 7 requirements. Throughout the rest of the document, all references to UN GTR 24 should always be understood to mean that equivalent solutions are acceptable. All entries in the SWZ referring to type, trademarks, patent, origin, sources or a particular process should be read with the words “or equivalent”. When the description of the subject of the order refers to standards, technical assessments, technical specifications and technical reference systems, the Purchaser accepts equivalent solutions. In the event of equivalent solutions being offered, the Purchaser will not reject the offer solely because the offered supply is not in accordance with the standards, technical assessments, technical specifications and technical reference systems to which the description of the subject of the order refers, provided that the contractor proves in the offer, in particular by means of the subject-specific evidence referred to in Articles 104-107 of the Act, that the proposed solutions meet the requirements specified in the description of the subject of the order to an equivalent extent. In such a case, the solutions indicated in Article 107(2) of the Pzp Act shall apply.
