Description
The subject of the tender is the insurance cover (combined construction insurance) for the new construction and turnkey commissioning of the Fördeklinikum Katharinen-Hospital. The insurance contract for the combined construction insurance covers the sectors of construction all-risk, contractor's all-risk, operational all-risk, environmental liability and environmental damage insurance, as well as professional indemnity insurance including extended planning cover. Various new properties around healthcare will be created on the health campus at Peelwatt Flensburg. Key components will be two functional units for inpatient somatic and psychiatric care. In addition, further facilities for day clinic and/or outpatient uses, such as a medical centre, a day clinic, rehabilitation and nursing facilities as direct, cross-sectoral use units, will be created. An ecumenical education centre will offer appropriate opportunities for all topics of training and further education in the healthcare sector. Temporary accommodation for employees, patients and relatives, as well as a facility for childcare, kindergarten, nursery and after-school care, will round off the offer. Within the framework of this tender, insurance cover is to be provided exclusively for the following areas: new construction of the Fördeklinikum Katharinen-Hospital, new construction of the supply centre and optionally new construction of the psychiatry in Flensburg.
Fördeklinikum Katharinen-Hospital
The somatic acute hospital is to guarantee inpatient care, taking into account the requirements of a cross-sectoral emergency care, the population of the location Flensburg and, in parts, the adjacent districts of Nordfriesland and Schleswig-Flensburg. At the current planning stage, the hospital will offer 599 inpatient beds and 30 day clinic places. The medical service portfolio includes all tasks of a regional specialist provider with approx. 20 departments. Close networking with out-of-hospital specialist medical centres in the most immediate spatial proximity is expressly desired.
Supply and Disposal Centre
In order to be able to generate corresponding synergies on the campus, a supply and disposal centre common to all users is planned. One aim is to concentrate the economic traffic for supply and disposal at one point and to distribute it from there as automatically as possible underground. The supply of operating media such as heat, cold, electricity, water, medical gases, communication, etc. is also to be organised centrally. In particular, for energy generation and distribution, in addition to the special requirements for critical infrastructure, innovative concepts with regard to sustainability, operational and failure safety as well as life-cycle considerations are to be taken into account. Further use units could also be central supply facilities such as catering (central kitchen), supply and consumer goods (central warehouse and logistics), reprocessing of sterile goods (reprocessing unit for medical devices) as well as pharmacy and laboratory.
Psychiatry
Diakonie Nordfriesland (optional)
It is planned to create an independent supply offer for the inpatient psychiatric care of adults and children with around 130 beds as well as day clinics. The psychiatric functional areas will be divided into two separate areas: an adult psychiatry and a child and adolescent psychiatry. Currently, the adult psychiatry has 90 inpatient beds as well as up to 45 partial inpatient places for psychiatry and psychosomatics. A model project according to § 64 SGB V is planned. A model according to § 64 SGB V is also planned for child and adolescent psychiatry, including adolescents. As part of this, approx. 42 inpatient beds will be taken into account. The total investment currently amounts to around 364 million EUR. The project will be realised as an IPA project. The contracting authority is the policyholder.
