The service provider may participate in the tenders for areas 1 and 2 and submit a bid for either area 1, area 2 or both. The same bidder can be selected for at most one sub-area. If the same bidder is the most economically advantageous in both sub-areas, the bidder will be selected for the sub-area where their relative advantage over the next bidder is greatest. The next best bidder will then be selected for the other sub-areas. If the relative advantage is the same for both sub-areas, the bidder will be selected for the sub-area with the higher total bid price. The service provider may use at most one subcontractor. Subcontractor chains are not permitted. A more detailed description of the procurement and the requirements related to it are set out in the procurement documents.
