The subject of the contract is the winter maintenance of roads, streets and pavements, bus stops, footbridges, and parking lots in the municipality of Bieruń. The scope includes, in particular, the execution of works within the road network (110 492 ml of roads, 510 284 m2), pedestrian paths, cycle paths and footbridges (32 898 ml, 3 825 m2), and parking lots (40 425 m2) along with the supply and maintenance of snowploughs. 2. The scope of services, individual quantities, and their description are in the SWZ and the annexes to the SWZ, i.e. the detailed description of the subject of the contract (SOPZ), the sample calculation form, and the draft contractual provisions. 3. Pursuant to Article 95(1) of the Public Procurement Law, the Contracting Authority informs that: it sets requirements regarding the employment by the Contractor or Subcontractor, on the basis of an employment relationship, of persons performing activities within the scope of the contract implementation, consisting in the performance of work in the manner specified in Article 22(1) of the Labour Code of 26 June 1974 (i.e. Journal of Laws of 2020, item 1320, as amended). The details are contained in the draft contractual provisions, which are an annex to the SWZ. 4. The contract is not subject to financial support. 5. The Contracting Authority does not allow the possibility of submitting a variant offer. 6. The Contracting Authority does not allow the possibility of submitting partial offers within the subject contract due to: a) in the Contracting Authority's assessment, the lack of division of the contract into parts does not limit the quantitative and qualitative possibilities of participation by Small and Medium-sized Enterprises; b) ensuring the application of an equal standard of service provision on the roads covered by the subject procedure. 7. The Contracting Authority does not reserve the obligation for the Contractor to personally perform key tasks related to the subject contract. 8. The Contracting Authority has not specified in the description of the subject of the contract the requirements related to the implementation of the contract, as referred to in Article 96 of the Act. 9. The Contracting Authority does not provide for the reservation of the possibility of applying for the award of the contract exclusively by Contractors, as referred to in Article 94 of the Act. 10. The Contracting Authority informs that it envisages the possibility of awarding the contract to the current service provider, as referred to in Article 214(1)(7) of the Act, for the net amount of 170 976,00 PLN. 11. The Contracting Authority does not envisage organising a local visit for Contractors and does not require the submission of an offer after the local visit or verification of the documents, as referred to in Article 131(2) of the Act. 12. Settlements between the Contracting Authority and future Contractors will be made in Polish zlotys. The Contracting Authority does not envisage settlements in foreign currencies. 13. The Contracting Authority does not envisage the reimbursement of participation costs. 14. The Contracting Authority does not envisage the conclusion of a framework agreement. 15. The Contracting Authority does not envisage the establishment of a dynamic purchasing system. 16. The Contracting Authority does not envisage the use of electronic auctions. 17. The Contracting Authority does not envisage the submission of an offer in the form of electronic catalogues. 18.
