Subject: The Hebelschule is a primary school in Rheinfelden (Baden) in the district of Nollingen. The main subject of the realisation competition is the building planning for the new construction or extension of the Hebelschule in Rheinfelden-Nollingen with full-day care and canteen for 312 pupils in future classes 1-4. The schoolyard area is to be planned as an outdoor facility in connection with the building. Procedure: Preceding non-open realisation competition according to the guideline for planning competitions (RPW 2013) within the framework of the regulation on the award of public contracts (VgV). The announcement was registered under the number 2026 – 4 – 04 with the Chamber of Architects Baden-Württemberg. The language of the procedure is German. The competition procedure is anonymous. The authors will only be revealed after the jury meeting. Following the competition procedure, the prize winners will be invited to the award negotiations. The presentation is part of the public award procedure according to VgV. Awarding of contract: The client will, taking into account the recommendations of the jury, award one of the prize winners (§ 8 Abs. 2 RPW 2013) with the project planning (building and outdoor facilities), at least performance phases 2 – 5 according to §§ 33 – 37 HOAI and §§ 38 – 40 HOAI. Legal basis: Directive 2014/24/EU VgV - Regulation on the award of public contracts - German RPW 2013 - Guideline for planning competitions - German Eligible to participate are: Natural persons who are entitled to use the following professional title according to the legal provisions of their home country (Directive 2005/36/EG Professional Recognition Directive): Architect in mandatory cooperation with landscape architect. Interdisciplinary applicants or interdisciplinary applicant groups who meet the professional requirements. In the case of legal entities, the professional requirements are met if the statutory purpose of the business is planning services that correspond to the competition task. Multiple participations of natural or legal persons or of members of applicant groups lead to the exclusion of the participants. Participation barriers are described in § 4 Abs. 2 RPW 2013. Experts, specialist planners, consultants do not have to meet the participation requirements. The architecture office is leading in accordance with the task. The number of participants is limited to a total of ten teams. Three architecture offices will be invited to the competition in advance. Deadline for submission of the application for participation: 03.08.2026, 11:59.
