The existing district administration office in Roth (Weinbergweg 1) is to be renovated and expanded. The departments and subject areas in the existing building and in an extension building are to be reorganised to eliminate existing spatial bottlenecks and improve internal processes. Furthermore, departments that are not currently located at the site are to be integrated. A clear address structure is to be created, which provides good orientation for employees and visitors outside and inside the buildings as well as short distances. A clear open-space concept is to contribute to the desired address structure. New qualities of stay are to be developed and an appropriate handling of the existing green structures is to be found. The competition site is divided into a northern and a southern area by the Weinbergweg, the building at Weinbergweg 1 is located south of the Weinbergweg and is not a listed building. The building at Weinbergweg 1 has a gross floor area of approximately 12,000 m2. The expansion requirement with all departments and subject areas is approximately 4,000 m2 gross floor area. A maximum of 30 participants from the application/tender process will be admitted in the competition phase. In the event of realisation, the contracting authority will, taking into account the recommendations of the jury and subject to budgetary approval, award one of the prize winners the planning services required for the implementation of the realisation competition for buildings (Sections 33, 34 and 35 HOAI 2021) and open spaces (Sections 38, 39 and 40 HOAI 2021), at least the performance phases 2-5, unless there is an important reason against the award. The contracting authority will enter into separate contracts with the members of a consortium in the event of an award, covering the services of the specialist disciplines of architecture and landscape architecture. The award will be made in stages. The client will conduct a negotiated procedure under Section 17 VgV 2016 among the prize winners of the competition under Section 80(1) VgV 2016.
