Germany – Financial leasing services – Ausschreibung einer Rahmenvereinbarung über die Bereitstellung von Fahrrädern im Wege von Leasing durch Entgeltumwandlung für die Beschäftigten der NEW Kommunalholding GmbH und der mit ihr verbundenen Unternehmen

The subject of the procurement project is the award of a framework agreement between the contracting authorities as lessees, on the one hand, and a competent and efficient service provider together with a leasing company as a financing partner, on the other hand. Both the service provider and the leasing company will be joint contractors of the framework agreement and will be jointly responsible for the provision of services with their respective shares. The essential services include, inter alia: • Introduction of the offer for service bicycle leasing by providing an information and communication offer for employees of the contracting authorities as well as training for the personnel and accounting officers of the contracting authorities, • Implementation of an IT interface for automated data exchange via REST-API, • Implementation of a German-language ordering and processing process for service bicycle leasing by providing and operating an online platform taking into account the processes for personnel administration of the contracting authorities, • Provision of bicycles according to § 63a of the German Road Traffic Licensing Regulations for official and private use as well as leaseable accessories such as bicycle lock, lights, pedals etc. according to the choice of the employees with a dealer – online or on-site – from the contractor's partner network, • Provision of insurance services for damage exemption as well as handling of incident management for the contractually defined groups of cases, • Performance of service activities such as annual maintenance, inspection and repair services with a dealer from the contractor's partner network as well as • Handling of ordering, return and damage processes. The NEW AG supports in particular through central purchasing in the implementation of the tendering procedure and has been authorized in particular by the NEW Kommunalholding GmbH to act as a contact point for the bidders on behalf of and on behalf of the contracting authorities and to award the contract on behalf of and on behalf of all contracting authorities.
