Description

The subject of the contract award is the general planning services described below for the construction of a new building as the "Deutsches Haus" on the property at 2, Nyaya Marg, Chanakyapuri, New Delhi, India. The general planning services include the following contract modules: •Building Design •Landscape Design •Structural Design •Technical Building Services (HLS, ELT) •Specific Services Thermal Building Physics and Building and Room Acoustics •Specific Services Safety and Health Protection Coordination (SiGeKo) •Specific Services Fire Protection The Deutsches Haus is to be used in the long term to accommodate the Deutsche Schule New Delhi (DSND) and the Deutsch-Indische Außenhandelshammer (AHK). Interim, in a first phase of use, the Chancery of the German Embassy New Delhi is also to be accommodated. The planning objective is a new building that meets the requirements of the first phase of use with Chancery use, particularly with regard to security requirements, but which can also be converted with little effort in the second phase of use. The part of the building used by the AHK will be planned and constructed according to the core-and-shell approach. The planning of the AHK part includes the shell, facade and outdoor facilities. The fit-out incl. TGA is carried out in-house and is not the subject of the planning. The planned new building is to have, according to the preliminary design, four above-ground floors and a basement. The planned gross floor area is approx. 6,400 m² above ground and 1,840 m² below ground. In the first phase of use, the following functional areas are to be accommodated: •Entrance areas for the user areas •Legal, consular and visa section for visitors •Chancery area •Security areas •Regional medical practice •Classrooms primary school •Teacher's room and school administration area •Gymnasium •Kindergarten •AHK expansion areas •Basement with technical rooms and car park •Courtyard and roof terrace with canopy The planner is obliged to implement the planning requirements and qualities of the client. In doing so, he must coordinate with the responsible approval authorities, if necessary. German standards and regulations are to be applied in the sense of a target/standard comparison. The decision as to whether planning and construction is to be carried out according to German or Indian standards will be made on a case-by-case basis in consultation with the client. The aim is generally to use as local a method of construction as possible. It must be ensured that the planning is approvable according to local planning law and can be implemented and economically viable under largely local conditions with local contractors. The planning of the outdoor facilities includes, in addition to the perimeter areas with perimeter protection and external guard, a courtyard, a roof terrace, the roof area and partial areas of the facade. The type and scope of the facade greening is to be determined in the course of the facade design. The outdoor facilities are to be planned according to the climatic conditions and the security requirements of the Chancery are to be met. The specialist planning services for structural design and technical building services are to be provided as part of the general planning services. The contract also includes the necessary specific services mentioned above and any other services not mentioned here that are required to achieve the agreed overall success in each case. The estimated construction costs (KG 200-600 and KG 750-790 according to DIN 276) amount to approx. 25,411,902 EUR net.
