Germany – Industry specific software development services – Innovationspartnerschaft zur Entwicklung und zum Erwerb eines Einsatzleitsystems für die ILS

The Zweckverband für Rettungsdienst und Feuerwehralarmierung Saar (ZRF Saar) intends to procure a new emergency control system as a replacement for the current system solution of the Integrierte Leitstelle Saarland. With the procurement procedure, the ZRF aims to establish an innovation partnership (Section 19 VgV) for the joint development and subsequent acquisition of an innovative emergency control system for the Integrierte Leitstelle Saarland. The new emergency control system is to reliably map the proven core functions of a market-standard emergency control system and at the same time contain innovative components that are to be developed, tested and integrated into the productive control centre operation within the framework of an innovation partnership together with the contractor. The guiding principle of the contract is an agreement in which the innovation partners combine their competencies and experiences to develop a completely new emergency control system based on the latest information technology. The contractor is expected to have the necessary technical and specialist skills in the field of future-oriented software development, while the ZRF contributes long-term practical experience in control centre operations, a real framework for practical testing and a clearly defined requirement profile for an innovative emergency control system developed from practice. The aim of the innovation partnership is to develop a marketable product that enables the contractor to further exploit it and enables the ZRF to acquire the jointly developed solution at an economically advantageous price.
