Poland – Electric buses – Zakup autobusów zeroemisyjnych dla ZKM Zawiercie sp. z o.o. w ilości 3 szt.

1. Purchase of zero-emission buses for ZKM Zawiercie Sp. z o.o. in the quantity of 3 units.

2. The Detailed Description of the Subject of the Order (DOSO) includes Annex 1a to the SWZ.

3. The scope of the order includes the delivery of the aforementioned buses along with the necessary equipment, software, documentation, and the conduct of trainings under the conditions specified in the specification of the terms of the order.

4. Requirements regarding compliance with regulations:

1) The offered bus must meet the requirements and conditions specified in Regulation 107 of the Economic Commission for Europe of the United Nations (UNECE) - Uniform provisions concerning the approval of vehicles of categories M2 or M3 with regard to their general construction [2015/922] (OJ EU L 2015.153.1 of 2015.06.18), hereinafter referred to as Regulation 107 of the UNECE.

2) The offered buses must be equipped with an electric engine/motors.

3) The offered bus must be made with the maximum use of non-combustible materials, especially in the scope of materials used for the construction and interior equipment of the body, and must have a UNECE vehicle certification regarding the flammability of the passenger compartment and driver's cab equipment tested in accordance with Regulation 107 of the Economic Commission for Europe of the United Nations (UNECE).

4) The offered bus must meet the requirements specified in the provisions contained in Section III of the Act of 20 June 1997 – Road Traffic Law (Journal of Laws of 2017, item 1260, as amended) and must meet the technical conditions specified in the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (consolidated text Journal of Laws of 2016, item 2022).

5) The offered bus must meet the requirements and conditions specified in the Regulation of the Minister of Infrastructure of 25 March 2013 on the approval of vehicle types, trailers and their equipment or parts (Journal of Laws 2015.1475 of 2015.09.25, as amended).

6) The offered bus must meet the standard PN-S-47010:1999 or an equivalent standard for a class I or M city bus.

7) The bus must meet the requirements specified in the Regulation of the Minister of Infrastructure of 31 December 2002 on the technical conditions of vehicles and the scope of their necessary equipment (Journal of Laws of 05 March 2015, item 305).

8) The offered bus type must have a current Certificate of Type Approval or a Certificate of Conformity of the Vehicle Type – in the meaning of the Act of 20 June 1997, Road Traffic Law (consolidated text Journal of Laws of 2017, item 1260) or a national individual vehicle approval certificate issued by the Director of the Technical Transport Supervision, constituting the basis for its registration in Poland. The contractor will deliver the aforementioned document no later than on the delivery date.

9) The delivered bus, on the day of signing the acceptance protocol, must comply with the current vehicle registration regulations and must have the necessary documents allowing for the sale and registration of the vehicle by the Communication Department of the County Office.

10) The bus must be delivered to the seat of the Municipal Transport Plant Zawiercie, ul. Polska 21, along with repair and operating documentation, licenses for software necessary for the operation of the purchased bus, i.e.: a) vehicle warranty cards, b) warranty books, c) service books (inspections).

11) In the event that during the period between the submission of the offer by the Contractor in the tender procedure and the implementation of the contract, a change in the law regarding the registration, approval, sale, or introduction of new buses (as well as sets and components for these buses) occurs, the Contractor is obliged to implement the subject of the order taking into account these changes.

12) The offered bus cannot be a prototype and must be factory new, i.e. produced no earlier than 9 months before the delivery date, not used for presentation, testing, and similar purposes, not registered, with a mileage of no more than 2000 km. The bus constituting the subject of the order must: a) be adapted to the needs of all users, including being accessible to people with disabilities in accordance with the described technical requirements, b) the bus fleet will take into account the requirements and good practices specified in Annex 2. Accessibility standards for the 2021-2027 cohesion policy in the Guidelines on the implementation of equality principles within the framework of EU funds for 2021-2027; c) the purchased fleet will take into account safety issues, especially for non-motorised road users (including women). The fleet will include solutions supporting the driver in protecting pedestrians and cyclists (including women), e.g. collision warning systems; d) solutions resulting from the GSR2 standard - tyre pressure and temperature monitoring system, - right turn assistant, - lane keeping assistant, - driver behaviour monitoring system, - active cruise control coupled with the braking system, and other bus safety systems required by regulations at the time of vehicle registration.
